This patch implements the code generation to use OpenMP 5.0 declare mapper (a.k.a. user-defined mapper) constructs.

Summary:
Clang -fpic defaults to -fno-semantic-interposition (GCC -fpic defaults
to -fsemantic-interposition).
Users need to specify -fsemantic-interposition to get semantic
interposition behavior.
Semantic interposition is currently a best-effort feature. There may
still be some cases where it is not handled well.

and CGOpenMPRuntimeNVPTX classes.

Added support for -fopenmp-simd option that allows compilation of
simd-based constructs without emission of OpenMP runtime calls.

Private variables are completely redefined in the outlined regions, so
we don't need to capture them. Patch adds this behavior to the
target-based regions.
