Currently, invoking `clang++` with `-fdiagnostics-format=sarif` causes a
crash, with stack traces indicating that
`SARIFDiagnostic::emitIncludeLocation` is unimplemented.
This PR adds minimal support for converting `In file included from ...`
and `In module ...` into `SARIF.result.relatedLocations`. With this
change, `clang++ -fdiagnostics-format=sarif` no longer crashes and now
provides a minimal amount of useful information.

This change adds two new properties to each `result` object in the SARIF
log:
`partialFingerprints`: Contains the "issue hash" that the analyzer
already generates for each result, which can help identify a result
across runs even if surrounding code changes.
`hostedViewUri`: If running with `-analyzer-format=sarif-html`, this
property will now be emitted with the `file:` URL of the generated HTML
report for that result.
Along the way, I discovered an existing bug where the HTML diagnostic
consumer does not record the path to the generated report if another
compilation already created that report. This caused both the SARIF and
Plist consumers to be missing the link to the file in all but one of the
compilations in case of a warning in a header file. I added a new test
to ensure that the generated SARIF for each compilation contains the
property.
Finally, I made a few changes to the `normalize_sarif` processing in the
tests. I switched to `sed` to allow substitutions. The normalization now
removes directory components from `file:` URLs, replaces the `length`
property of the source file with a constant `-1`, and puts placeholders
in the values of the `version` properties rather than just deleting
them. The URL transformation in particular lets us verify that the right
filename is generated for each HTML report.

Introduce a type alias for the commonly used `std::pair<FileID,
unsigned>` to improve code readability, and make it easier for future
updates (64-bit source locations).
These are identified by misc-include-cleaner. I've filtered out those
that break builds. Also, I'm staying away from llvm-config.h,
config.h, and Compiler.h, which likely cause platform- or
compiler-specific build failures.
This patch replaces uses of StringRef::{starts,ends}with with
StringRef::{starts,ends}_with for consistency with
std::{string,string_view}::{starts,ends}_with in C++20.
I'm planning to deprecate and eventually remove
StringRef::{starts,ends}with.
In preparation for removing the `#include "llvm/ADT/StringExtras.h"`
from the header to source file of `llvm/Support/Error.h`, first add in
all the missing includes that were previously included transitively
through this header.
std::optional::value() has undesired exception checking semantics and is
unavailable in older Xcode (see _LIBCPP_AVAILABILITY_BAD_OPTIONAL_ACCESS). The
call sites block std::optional migration.
This makes `ninja clang` work in the absence of llvm::Optional::value.
Refactor StaticAnalyzer to use clang::SarifDocumentWriter for
serializing sarif diagnostics.
Uses clang::SarifDocumentWriter to generate SARIF output in the
StaticAnalyzer.
Various bugfixes are also made to clang::SarifDocumentWriter.

* Fix bug in adjustColumnPos introduced from prev move, it now uses
FullSourceLoc::getDecomposedExpansionLoc which provides the correct
location (in the presence of macros) instead of

this should bring it to parity with the previous implementation.

This change also introduces the clang::FullSourceRange type that is
modeled after clang::SourceRange + clang::FullSourceLoc, this is useful
for packaging a pair of clang::SourceLocation objects with their
corresponding SourceManagers.
