After https://github.com/llvm/llvm-project/pull/153643, there may be a
BranchOnCond with constant condition in the entry block.
Simplify those in removeBranchOnConst. This removes a number of
redundant conditional branch from entry blocks.
In some cases, it may also make the original scalar loop unreachable,
because we know it will never execute. In that case, we need to remove
the loop from LoopInfo, because all unreachable blocks may dominate each
other, making LoopInfo invalid. In those cases, we can also completely
remove the loop, for which I'll share a follow-up patch.
Depends on https://github.com/llvm/llvm-project/pull/153643.

After unrolling, there may be additional simplifications that can be
applied. One example is removing SCALAR-STEPS for the first part where
only the first lane is demanded.
This removes redundant adds of 0 from a large number of tests (~200),
many which I am still working on updating.
In preparation for removing redundant WideIV steps added in
https://github.com/llvm/llvm-project/pull/119284.

If IVUpdateMayOverflow is false, we proved that the induction increment
cannot overflow in the vector loop. This allows setting NUW in some
cases when folding the tail.

This patch adds metadata to disable runtime unrolling to the vectorized
loop. If runtime unrolling/interleaving is considered profitable, LV
will interleave the loop directly. There should be no need to perform
runtime unrolling at a later stage.
Note that we already add metadata to disable runtime unrolling to the
scalar loop after vectorization.
The additional unrolling unnecessarily increases code size and compile
time. In addition to that we have several bug reports of unncessary
runtime unrolling for vectorized loops, e.g. PR40961

This adapts LV to the new semantics of get.active.lane.mask as discussed in
D86147, which means that the LV now emits intrinsic get.active.lane.mask with
the loop tripcount instead of the backedge-taken count as its second argument.
The motivation for this is described in D86147.

It was getting difficult to see which test was in which file, so this
reorganises the test files so that now all filenames start with tail-folding-*
followed by a more descriptive name what that group of tests check.
