If we vectorize a e.g. store, we leave around a bunch of getelementptrs for the individual scalar stores which we removed. We can go ahead and delete them as well.
This is purely for test output quality and readability. It should have no effect in any sane pipeline.

No need to recalculate the cost of extractelements, just no need to
compensate the cost of all extractelements, need to check before if this
is actually going to be removed at the vectorization. Also, no need to
generate new extractelement instruction, we may just regenerate the
original one. It may improve the final vectorization.

This reverts commit 438682de6a38ac97f89fa38faf5c8dc9b09cd9ad to fix the
bug with the reducing size of the resulting vector for the entry node
with multiple users.
This patch updates IRBuilder to create insertelement/shufflevector using poison as a placeholder.

Summary:
If the ExtractElement instructions can be optimized out during the
vectorization and we need to reshuffle the parent vector, this
ShuffleInstruction may be inserted in the wrong place causing compiler
to produce incorrect code.
