[clang] [MinGW] Set a predefined __GXX_TYPEINFO_EQUALITY_INLINE=0 for MinGW targets (#96062)
libstdc++ requires this define to match what is predefined in GCC for
the ABI of this platform; GCC hardcodes this define for all mingw
configurations in gcc/config/i386/cygming.h.

(It also defines __GXX_MERGED_TYPEINFO_NAMES=0, but that happens to
match the defaults in libstdc++ headers, so there's no similar need to
define it in Clang.)

This fixes a Clang/libstdc++ interop issue discussed at
https://gcc.gnu.org/bugzilla/show_bug.cgi?id=110572.

[Clang][AArch64] Define x86_64 macros for ARM64EC targets (#65420)
The ARM64EC ABI requires that struct layouts match between regular
x86_64 code and ARM64EC code. Ensure this is always the case by defining
the same set of macros as are set when targeting x86_64 but with the
addition of `__arm64ec__/_M_ARM64EC` macros that can be used for any
ARM64EC specific code.

More details can be found here:

ba15d186e5 [clang] Use -std=c++23 instead of -std=c++2b
During the ISO C++ Committee meeting plenary session the C++23 Standard
has been voted as technical complete.

This updates the reference to c++2b to c++23 and updates the __cplusplus
macro.

Drive-by fixes c++1z -> c++17 and c++2a -> c++20 when seen.

4ab76b77ce [AArch64][InlineAsm]Add Clang support for flag output constraints
- Mention this change in Clang release notes

Before:
- Clang emits "invalid output constraint '=@cceq' in asm" https://gcc.godbolt.org/z/b9crfEo8h

After:
- For aarch64 targets (with __aarch64__ defined), Clang validates and parses flag output constraints to generate LLVM IR.

2c923b8863 [clang-cl] Expose the /volatile:{iso,ms} choice via _ISO_VOLATILE
MSVC allows interpreting volatile loads and stores, when combined with
/volatile:iso, as having acquire/release semantics. MSVC also exposes a
define, _ISO_VOLATILE, which allows users to enquire if this feature is
enabled or disabled.

2a2b3a3e3d [clang-cl] Define _MSVC_LANG for -std=c++2b
This matches the value that msvc v19.29 VS16.11 uses for
_MSVC_LANG with /std:c++latest.

3f643f1664 [clang-cl] Set _MSVC_LANG to 202002L with /std:c++20
MSVC says this should be 202002L for /std:c++20, and of VS16.11
that's indeed the case (older versions warn that they don't
understand /std:c++20, and then cl.exe defaults to C++14 and
sets _MSVC_LANG to 201402 accordingly).

9c29aed698 Bug 43965 - Value of _MSVC_LANG doesn't match MSVC++ VS2019 /std:c++latest mode
Summary:
The patch adds correct value of _MSVC_LANG to match with MSVC++ VS2019 /std:c++latest mode.

    Bugzilla - Bug 43965
    https://bugs.llvm.org/show_bug.cgi?id=43965

    The value for a MS specific macro differs from Microsoft starting with VS2019 in /std:c++latest mode.

    -bash-4.2$ cat msvclang.cpp
    _MSVC_LANG

    -bash-4.2$ cl /std:c++latest -E msvclang.cpp
    Microsoft (R) C/C++ Optimizing Compiler Version 19.20.27508.1 for x64
    Copyright (C) Microsoft Corporation. All rights reserved.

    /std:c++latest is provided as a preview of language features from the latest C++
    working draft, and we're eager to hear about bugs and suggestions for improvements.
    However, note that these features are provided as-is without support, and subject
    to changes or removal as the working draft evolves. See
    https://go.microsoft.com/fwlink/?linkid=2045807 for details.

    msvclang.cpp

    201705L

    -bash-4.2$ clang-cl /std:c++latest -E  msvclang.cpp

7339e61b89 [X86] Correct the value of MaxAtomicInlineWidth for pre-586 cpus
Use the new cx8 feature flag that was added to the backend to represent support for cmpxchg8b. Use this flag to set the MaxAtomicInlineWidth.

This also assumes all the cmpxchg instructions are enabled for CK_Generic which is what cc1 defaults to when nothing is specified.
