When a recipe can be safely sunk and all of its users are outside the
vector loop region in the same dedicated exit block, the recipe does not
need to be executed on every iteration.
This patch extends the VPlan-based LICM (Loop Invariant Code Motion) to
also sink such recipes from the vector loop region into the exit block.
This reduces redundant computation and improves cost model accuracy.

Add additional test coverage for tail-folding loops with first-order
recurrences and users outside the loop. Test a combination of
vectorization factors and interleave counts.
Also update check lines in reduction-order.ll and adjust naming for
clarity.

Update a bunch of loop-vectorize regression tests to use the new PM
syntax (opt -passes=loop-vectorize) instead of the deprecated legacy
PM syntax (opt -loop-vectorize).
At the moment, the primary induction variable for the vector loop is
created as part of the skeleton creation. This is tied to creating the
vector loop latch outside of VPlan. This prevents from modeling the
*whole* vector loop in VPlan, which in turn is required to model
preheader and exit blocks in VPlan as well.
This patch introduces a new recipe VPCanonicalIVPHIRecipe to represent the
primary IV in VPlan and CanonicalIVIncrement{NUW} opcodes for
VPInstruction to model the increment.
This allows us to partly retire createInductionVariable. At the moment,
a bit of patching up is done after executing all blocks in the plan.

VPWidenCanonicalIVRecipe does not create PHI instructions, so it does
not need to be placed in the phi section of a VPBasicBlock.
Also tidies the code so the WidenCanonicalIV recipe and the
compare/lane-masks are created in the header.

By creating the header and latch blocks up front and adding blocks and
recipes in between those 2 blocks we ensure that the entry and exits of
the plan remain valid throughout construction.
In order to avoid test changes and keep printing of the plans the same,
we use the new header block instead of creating a new block on the first
iteration of the loop traversing the original loop.
We also fold the latch into its predecessor.

This expands upon the inloop reductions added in e9761688e41cb9e976,
allowing them to be inserted into tail folded loops. Reductions are
generates with the form:
x = select(mask, vecop, zero)
v = vecreduce.add(x)
c = add chain, v
Where zero here is chosen as the identity value for add reductions. The
backend is then expected to fold the select and the vecreduce into a
single predicated instruction.
Most of the code is fairly straight forward, except for the creation of
blockmasks which need to ensure they are created in dominance order. The
order they are added is altered to be after any phis, keeping the
requirements for the underlying IR.

from DenseMap to MapVector
The iteration order of LoopVectorizationLegality::Reductions matters for the
final code generation, so we better use MapVector instead of DenseMap for it
to remove the nondeterminacy. reduction-order.ll in the patch is an example
reduced from the case we saw. In the output of opt command, the order of the
select instructions in the vector.body block keeps changing from run to run
currently.
