Add builders on the Python side that match builders in the C++ side, add tests for launching GPU kernels and regions, and correct some small documentation mistakes. This reflects the API decisions already made in the func dialect's Python bindings and makes use of the GPU dialect's bindings work more similar to C++ interface.

## Major changes from previous attempt
- remove the test in CAPI because no existing tests in CAPI deal with
sanitizer exemptions
- update `mlir/docs/Dialects/GPU.md` to reflect the new behavior: load
GPU binary in global ctors, instead of loading them at call site.
- skip the test on Aarch64 since we have an issue with initialization there

With the removal of mlir-vulkan-runner (as part of #73457) in
e7e3c45bc70904e24e2b3221ac8521e67eb84668, mlir-cpu-runner is now the
only runner for all CPU and GPU targets, and the "cpu" name has been
misleading for some time already. This commit renames it to mlir-runner.
This patch removes the last vestiges of the old gpu serialization
pipeline. To compile GPU code use target attributes instead.

This PR improves the documentation for the `gpu-lower-to-nvvm-pipeline`
(as it was remaning item for #75775)
- Changes pipeline `gpu-lower-to-nvvm` -> `gpu-lower-to-nvvm-pipeline`
- Adds a section in GPU Dialect in website. It clarifies the pipeline's
functionality in lowering primary dialects to NVVM targets.
Adds documentation to the GPU dialect docs giving a general overview of the new
compilation mechanism introduced in the patch series ending in D154153.

Summary:
This revision performs a lot of different cleanups on operation documentation to ensure that they are consistent, e.g. using mlir code blocks, formatting, etc.
This revision also includes the auto-generated documentation into the hand-written documentation for the dialects that have a specific top-level dialect file. This updates the documentation for all dialects aside from SPIRV and STD. These dialects will be updated in a followup.
