Making `TargetTransformInfo::Model::Impl` `const` makes sure all

MIPS: Implements MipsTTIImpl::isLSRCostLess using Insns as first (#133068 )

So that LoopStrengthReduce can work for MIPS.
The code is copied from RISC-V.
