[NFC][Py Reformat] Reformat python files in libcxx/libcxxabi
This is an ongoing series of commits that are reformatting our
Python code.

Reformatting is done with `black`.

If you end up having problems merging this commit because you
have made changes to a python file, the best way to handle that
is to run git checkout --ours <yourfile> and then reformat it
with black.

If you run into any problems, post to discourse about it and
we will try to help.

dff62f5251 [libc++][format] Removes the experimental status.
The code has been quite ready for a while now and there are no more ABI
breaking papers. So this is a good time to mark the feature as stable.

00c97cbc57 [libc++] Adds C++26 support.
Clang has been updated to support C++26, this adds the same support for
libc++. At the moment C++23 and C++26 are identical. During the next
plenary in June the first C++26 papers will be voted on.

Note like Clang this patch uses C++26 is the internal part and C++2c in
the user visible part.

71400505ca [libc++] Updates C++2b to C++23.
During the ISO C++ Committee meeting plenary session the C++23 Standard
has been voted as technical complete.

This updates the reference to c++2b to c++23 and updates the __cplusplus
macro.

Note since we use clang-tidy 16 a small work-around is needed. Clang
knows -std=c++23 but clang-tidy not so for now force the lit compiler
flag to use -std=c++2b instead of -std=c++23.

We might as well do this sooner rather than later.

a7f9895cc1 [runtimes] Rename various libcpp-has-no-XYZ Lit features to just no-XYZ
Since those features are general properties of the environment, it makes
sense to use them from libc++abi too, and so the name libcpp-has-no-xxx
doesn't make sense.

e1ce3dabf0 [libc++] Fix some tests that were broken in the single-threaded configuration
We never noticed it because our CI doesn't actually build against a C
library that doesn't have threading functionality, however building
against a truly thread-free platform surfaces these issues.

92832e4889 [libc++] Enable <atomic> when threads are disabled
std::atomic is, for the most part, just a thin veneer on top of compiler
builtins. Hence, it should be available even when threads are not available
on the system, and in fact there has been requests for such support.

This patch:
- Moves __libcpp_thread_poll_with_backoff to its own header so it can
  be used in <atomic> when threads are disabled.
- Adds a dummy backoff policy for atomic polling that doesn't know about
  threads.
- Adjusts the <atomic> feature-test macros so they are provided even when
  threads are disabled.
- Runs the <atomic> tests when threads are disabled.

2e6ae1d3f2 [libcxx] [Coroutine] Conform Coroutine Implementation
Since coroutine is merged in C++ standard and the support for coroutine
seems relatively stable. It's the time to move the implementation of
coroutine out of the experimental directory and the std::experimental
namespace. This patch creates header <coroutine> with conformed
implementation with C++ standard. To avoid breaking user's code too
fast, the <experimental/coroutine> header is remained. Note that
<experimental/coroutine> is deprecated and it would be removed in
LLVM15.

71909de374 [libc++] Disable incomplete library features.
Adds a new CMake option to disable the usage of incomplete headers.
These incomplete headers are not guaranteed to be ABI stable. This
option is intended to be used by vendors so they can avoid their users
from code that's not ready for production usage.

The option is enabled by default.

01ace074fc [libc++] Implements ranges::enable_borrowed_range
This is the initial patch to implement ranges in libc++.

Implements parts of:
- P0896R4 One Ranges Proposal
- P1870 forwarding-range is too subtle
- LWG3379 in several library names is misleading

2d0f1fa472 [libc++] Header inclusion tests.
As mandated by the Standard's various synopses, e.g. [iterator.synopsis].
Searching the TeX source for '#include' is a good way to find all of these
mandates.

The new tests are all autogenerated by utils/generate_header_inclusion_tests.py.
I was SHOCKED by how many mandates there are, and how many of them
libc++ wasn't conforming with.
