[VPlan] Sink recipes from the vector loop region in licm. (#168031)
When a recipe can be safely sunk and all of its users are outside the
vector loop region in the same dedicated exit block, the recipe does not
need to be executed on every iteration.
This patch extends the VPlan-based LICM (Loop Invariant Code Motion) to
also sink such recipes from the vector loop region into the exit block.
This reduces redundant computation and improves cost model accuracy.

TODO: Support nested loop sinking
TODO: Support sinking `VPReplicateRecipe` (requires `replicateByVF`
fixes)
TODO: Support recipes with multiple defined values (e.g., interleaved
loads)
TODO: Clone recipes without users to all exit blocks
TODO: Support PHI node users by checking incoming value blocks

[VPlan] Directly unroll VectorPointerRecipe (#168886)
In an effort to get rid of VPUnrollPartAccessor and directly unroll
recipes, start by directly unrolling VectorPointerRecipe, allowing for
VPlan-based simplifications and simplification of the corresponding
execute.

[VPlan] Use DL index type consistently for GEPs (#169396)
In preparation to strip VPUnrollPartAccessor and unroll recipes
directly, strip unnecessary complication in getGEPIndexTy, as the unroll
part will no longer be available in follow-ups (see #168886 for
instance). The patch also helps by doing a mass test update up-front.
Narrowing the GEP index type conditionally does not yield any benefit,
and the change is non-functional in terms of emitted assembly. While at
it, avoid hard-coding address-space 0, and use the pointer operand's
address space to get the GEP index type.

This pattern is generated to check if any vector lane is NaN, and
combining multiple compares is beneficial on architectures that have
dedicated instructions.

[VPlan] Support multiple F(Max|Min)Num reductions. (#161735)
Generalize handleMaxMinNumReductions to handle any number of
F(Max|Min)Num reductions by collecting a vector of reductions to
convert.

We then add NaN checks for all of them, followed by adjusting the branch
controlling the vector loop region, and updating the resume phis.

[VPlan] Handle single-scalar conds in VPWidenSelectRecipe. (#165506)
Generalize VPWidenSelectRecipe codegen to consider single-scalar
conditions instead of just loop-invariant ones.

If the condition is a single-scalar, we can simply use a scalar
condition.

[VPlan] Make VPInstruction::AnyOf poison-safe. (#154156)
AnyOf reduces multiple input vectors to a single boolean value. When
used for early-exit vectorization, we need to consider any lane after
the early exit being poison. Any poison lane would result in poison
after the AnyOf reduction. To prevent this, freeze all inputs to AnyOf.

[LV] Generate scalar xor for VPInstruction::Not if possible. (#152628)
`VPInstruction::Not` which will generate xor instruction is widely used
for the exit condition. This patch make `VPInstruction::Not` generate
scalar `xor` if possible.

This can help reducing the (splat true) in the `xor` and make `xor` be
scalar.

[VPlan] Remove VPVectorPointer for part 0 after unrolling. (#149735)
VPVectorPointer for part 0 is just the pointer operand. Simplify it
after unrolling. This removes a large number of redundant GEPs with
index 0.

[LV] Vectorize maxnum/minnum w/o fast-math flags. (#148239)
Update LV to vectorize maxnum/minnum reductions without fast-math flags,
by adding an extra check in the loop if any inputs to maxnum/minnum are
NaN, due to maxnum/minnum behavior w.r.t to signaling NaNs. Signed-zeros 
are already handled consistently by maxnum/minnum.

If any input is NaN,
 *exit the vector loop,
 *compute the reduction result up to the vector iteration that contained
   NaN inputs and
 * resume in the scalar loop


New recurrence kinds are added for reductions using maxnum/minnum
without fast-math flags.
