Reland "[mlir][spirv] Fix int type declaration duplication when serializing" (#145687)
This relands PRs #143108 and #144538.

The original PR was reverted due to a mistake that made all the mlir
tests run only if SPIRV target was enabled. This is now resolved since
enabling spirv-tools does not required SPIRV target any longer.

spirv-tools are not required by default to run SPIRV mlir tests, but
they can be optionally enabled in some SPIRV mlir test to verify that
the produced SPIRV assembly pass validation.

The other reverted PR #144685 is not longer needed and not part of this
relanding.

Original commit message:

> At the MLIR level unsigned integer and signless integers are different
types. Indeed when looking up the two types in type definition cache
they do not match.
> Hence when translating a SPIR-V module which contains both usign and
signless integers will contain the same type declaration twice
(something like OpTypeInt 32 0) which is not permitted in SPIR-V and
such generated modules fail validation.
> This patch solves the problem by mapping unisgned integer types to
singless integer types before looking up in the type definition cache.

[SPIR-V] Add SPIR-V Linker (#126319)
I want to use `spirv-link` from `SPIR-V-Tools` in a test, so let's build
it if `LLVM_INCLUDE_SPIRV_TOOLS_TESTS` is set, as we do with the other
tools.

[SPIR-V] Add SPIR-V structurizer (#107408)
This commit adds an initial SPIR-V structurizer.
It leverages the previously merged passes, and the convergence region
analysis to determine the correct merge and continue blocks for SPIR-V.

The first part does a branch cleanup (simplifying switches, and
legalizing them), then merge instructions are added to cycles,
convergent and later divergent blocks.
Then comes the important part: splitting critical edges, and making sure
the divergent construct boundaries don't cross.

- we split blocks with multiple headers into 2 blocks.
- we split blocks that are a merge blocks for 2 or more constructs:
SPIR-V spec disallow a merge block to be shared by 2
loop/switch/condition construct.
- we split merge & continue blocks: SPIR-V spec disallow a basic block
to be both a continue block, and a merge block.
- we remove superfluous headers: when a header doesn't bring more info
than the parent on the divergence state, it must be removed.

This PR leverages the merged SPIR-V simulator for testing, as long as
spirv-val. For now, most DXC structurization tests are passing. The
unsupported ones are either caused by unsupported features like switches
on boolean types, or switches in region exits, because the MergeExit
pass doesn't support those yet (there is a FIXME).

This PR is quite large, and the addition not trivial, so I tried to keep
it simple. E.G: as soon as the CFG changes, I recompute the dominator
trees and other structures instead of updating them.

[SPIR-V] Fix paths when copying spriv-dis and spirv-val on windows (#86876)
We need `CMAKE_EXECUTABLE_SUFFIX` here so we get the paths right when
they end in `.exe`.

[SPIR-V] Add SPIRV-Tools for testing (#73044)
Add spirv-dis (disassembler) and spirv-val (validator) from SPIRV-Tools
as external dependencies for testing the SPIR-V backend. These tools are
test dependencies only.

SPIR-V backend tests now have a dependency on the spirv-dis and
spirv-val targets when the `LLVM_INCLUDE_SPIRV_TOOLS_TESTS` cmake
variable is set, which allows additional test files with the `REQUIRES:
spirv-tools` constraint to run, along with additional `RUN: %if
spirv-tools ...` lines in existing tests. All other SPIR-V backend tests
will run normally when `LLVM_INCLUDE_SPIRV_TOOLS_TESTS` is not set.

Several tests are included to show these tools' use, however more tests
will be migrated and added later.
* OpVariable_order.ll shows how spirv-val can catch bugs in the backend.
* basic_int_types_spirvdis.ll shows how tests can be much shorter and
more readable by FileChecking the spirv-dis output.
* basic_int_types.ll shows how an additional RUN line can add validation
to existing tests.
