There are many environments where `errno` is a macro that expands to
something like `(*__errno())` (different standard library
implementations use different names instead of "__errno").
In these environments the ErrnoModeling checker creates a symbolic
region which will be used to represent the return value of this "get the
location of errno" function.
Previously this symbol was only created when the checker was able to
find the declaration of the "get the location of errno" function; but
this commit eliminates the complex logic that was responsible for this
and always creates the symbolic region when `errno` is not available as
a "regular" global variable.
This significantly simplifies a code and only introduces a minimal
performance reduction (one extra symbol) in the case when `errno` is not
declared (neither as a variable nor as a function).
In addition to this simplification, this commit specifies that the
`CallDescription`s for the "get the location of errno" functions are
matched in `CDM::CLibrary` mode. (This was my original goal, but I was
sidetracked by resolving a FIXME above the `CallDescriptionSet` in
`ErrnoModeling.cpp`.)
This change is very close to being NFC, but it fixes weird corner cases
like the handling of a C++ method that happens to be named "__errno()"
(previously it could've been recognized as an errno location getter
function).
The checker now displays one combined note tag for errno-related and
"case"-related notes. Previous functions in the errno-modeling part that
were used for construction of note tags are removed. The note tag added
by StdLibraryFunctionsChecker contains the code to display the note tag
for 'errno' (this was done previously by these removed functions).
Change 1: ErrnoChecker notes show only messages related to errno,
not to assumption of success or failure of functions.
Change 2: StdLibraryFunctionsChecker adds its own note about success
or failure of functions, and the errno related note, independently.
Change 3: Every modeled function in StdLibraryFunctionsChecker
should have a note tag message in all "cases". This is not implemented yet,
only for file (stream) related functions.

Additional stream handling functions are added.
These are partially evaluated by StreamChecker, result of the addition is
check for more preconditions and construction of success and failure branches
with specific errno handling.

This avoids recomputing string length that is already known at compile time.

This a recommit of e953ae5bbc313fd0cc980ce021d487e5b5199ea4 and the subsequent fixes caa713559bd38f337d7d35de35686775e8fb5175 and 06b90e2e9c991e211fecc97948e533320a825470.
The above patchset caused some version of GCC to take eons to compile clang/lib/Basic/Targets/AArch64.cpp, as spotted in aa171833ab0017d9732e82b8682c9848ab25ff9e.
The fix is to make BuiltinInfo tables a compilation unit static variable, instead of a private static variable.

Some of the code used in StdLibraryFunctionsChecker is applicable to
other checkers, this is put into common functions. Errno related
parts of the checker are simplified and renamed. Documentations in
errno_modeling functions are updated.
This change makes it available to have more checkers that perform
modeling of some standard functions. These can set the errno state
with common functions and the bug report messages (note tags) can
look similar.

Extend checker 'ErrnoModeling' with a state of 'errno' to indicate
the importance of the 'errno' value and how it should be used.
Add a new checker 'ErrnoChecker' that observes use of 'errno' and
finds possible wrong uses, based on the "errno state".
The "errno state" should be set (together with value of 'errno')
by other checkers (that perform modeling of the given function)
in the future. Currently only a test function can set this value.
The new checker has no user-observable effect yet.
