Remove the `allocate`, because it needs to be used together with a
privatizing clause. The only such clause for `taskgroup` is
`task_reduction`, but it's not yet supported.
This PR changes the build system to use use the sources for the module
`omp_lib` and the `omp_lib.h` include file from the `openmp` runtime
project and not from a separate copy of these files. This will greatly
reduce potential for inconsistencies when adding features to the OpenMP
runtime implementation.
When the OpenMP subproject is not configured, this PR also disables the
corresponding LIT tests with a "REQUIRES" directive at the beginning of
the OpenMP test files.

As part of preparing for the switch to HLFIR lowering, all OpenMP FIR
lowering tests are moved to a subdirectory in the OpenMP directory.
Copies of these tests that work with HLFIR will be created during this
week. After the switch the FIR lowering tests will be removed.
All new tests should be added with the HLFIR flow.

This adds the `fastmath<contract>` attribute to `fir.call` and some
floating point arithmetic operations (hence the many test changes).
Instead of testing for this specific attribute, I am using a regular
expression to match any attributes.
