This patch adds the necessary functions to send and receive messages
over a socket. Those functions are: recv, recvfrom, recvmsg, send,
sendto, sendmsg, and socketpair for testing.

Additionally adds proxy headers for FILE and the fopencookie types
The arm32 build has been failing due to redefinitions of the off_t type.
This patch fixes this by moving off_t to a proper proxy header. To do
this, it also moves stdio macros to a proxy header to hopefully avoid
including this proxy header alongside this public stdio.h.

This PR implements a part of WG14 N2653:
- Define C23 char8_t
- Define C11 char16_t
- Define C11 char32_t
Missing goals are:
- The type of UTF-8 character literals is changed from unsigned char to
char8_t. (Since UTF-8 character literals already have type unsigned
char, this is not a semantic change).
- New mbrtoc8() and c8rtomb() functions declared in <uchar.h> enable
conversions between multibyte characters and UTF-8.
- A new ATOMIC_CHAR8_T_LOCK_FREE macro.
- A new atomic_char8_t typedef name.
The epoll_wait functions are syscall wrappers that were requested by
upstream users. This patch adds them, as well as their header and types.
The tests are currently incomplete since they require epoll_create to
properly test epoll_wait. That will be added in a followup patch since
this one is already very large.

This patch implements `hcreate(_r)/hsearch(_r)/hdestroy(_r)` as
specified in https://man7.org/linux/man-pages/man3/hsearch.3.html.
Notice that `neon/asimd` extension is not yet added in this patch.
- The implementation is largely simplified from rust's
[`hashbrown`](https://github.com/rust-lang/hashbrown/blob/master/src/raw/mod.rs)
as we only consider fix-sized insertion-only hashtables. Technical
details are provided in code comments.
- This patch also contains a portable string hash function, which is
derived from [`aHash`](https://github.com/tkaitchuck/aHash)'s fallback
routine. Not using any SIMD acceleration, it has a good enough quality
(passing all SMHasher tests) and is not too bad in speed.
- Some general functionalities are added, such as `memory_size`,
`offset_to`(alignment), `next_power_of_two`, `is_power_of_two`.
`ctz/clz` are extended to support shorter integers.
This patch adds a bunch of ifdefs to handle the 32 bit versions of
some syscalls, which often only append a 64 to the name of the syscall
(with exception of SYS_lseek -> SYS_llseek and SYS_futex ->
SYS_futex_time64)
This patch also tries to handle cases where wait4 is not available
(as in riscv32): to implement wait, wait4 and waitpid when wait4 is
not available, we check for alternative wait calls and ultimately rely
on waitid to implement them all.
In riscv32, only waitid is available, so we need it to support this
platform.

This patch adds the reentrent qsort entrypoint, qsort_r. This is done by
extending the qsort functionality and moving it to a shared utility
header. For this reason the qsort_r tests focus mostly on the places
where it differs from qsort, since they share the same sorting code.

a simple syscall wrapper, and I plan on adding the related functions in

and from wide chars. The header also sets up the definitions for wint
and wchar.

To improve code generation for C++ code that directly includes our
headers, the external function definitions will now be marked noexcept.
This may not be necessary for the internal definitions since we build
with the -fno-exceptions flag.

We do not list macro definitions in api.td files anymore. Not all macros
definitions have been moved out. This change moves the definition of the
NULL macro out.

Implement gettimeofday per
.../onlinepubs/9699919799/functions/gettimeofday.html.
This call clock_gettime to implement gettimeofday function.
Tested:
Limited unit test: This makes a call and checks that no error was
returned. Used nanosleep for 100 microseconds and verfified it
returns a value that elapses more than 100 microseconds and less
than 300 microseconds.
