[llvm-dwp] Fix merging of debug_str_offsets with multiple contributions (#90461)
This pull request will change the merging of ``debug_str_offset`` to
merge per contribution and correctly copy over each contribution header
to the merged section. I have added some test data which is in dwarf5
format as this is where the section contribution header was introduced,
as far as i can tell.

Support soft failure on DWP section overflow, producing a truncated but valid DWP(#71902)
When 'ContinueOnCuIndexOverflow' enables without this modification, the
forcibly generated '.dwp' won't be recognized by Debugger(gdb 10.1)
correctly.

it looks like there's a problem with processing the dwarf header, which
makes debugging completely impossible. (unless the consumer walks the debug_info section to rebuild that column (if that's the only section that overflowed - if it's another section, there's no recovery))

**About patch:**
When llvm-dwp enables option '--continue-on-cu-index-overflow=soft-stop'
and recognizes the overflow problem , it will stop packing and generate
the '.dwp' file at once, discarding any DWO files that would not fit
within the 32 bit/4GB limits of the format.

53a483cee8 [DWP] add overflow check for llvm-dwp tools if offset overflow
Now, if the offset overflow happens, we just silently ignore it.
We will generate a bad dwp file, which will crash the gdb or make
it undefined behavior, and hard to address the root cause. So, we
need to produce some messages if overflow happens.

Changed contribution data structure to 64 bit. I added the 32bit and 64bit

5e96cea1db [llvm] Use std::size instead of llvm::array_lengthof
LLVM contains a helpful function for getting the size of a C-style
array: `llvm::array_lengthof`. This is useful prior to C++17, but not as
helpful for C++17 or later: `std::size` already has support for C-style
arrays.

Change call sites to use `std::size` instead.

6139626d73 llvm-dwp: Include dwo name even when the input is a dwo
This still only includes the dwo name if it's in the DW_AT_dwo_name
attribute in the split unit - though it could be improved/modified to
use the dwo name from the command line (if linking raw dwo files) or
retrieved from the DW_AT_dwo_name in the executable (when using -e).

It's useful in any case because you might have a large command line with
many files and knowing exactly which dwo files are relevant will
simplify debugging, but especially with '-e' when you didn't pass the
dwo files explicitly in nthe first place it would be quite non-obvious
where the duplicate units are coming from.

141c9d7759 [llvm-dwp] Add SHF_COMPRESSED support and remove .zdebug support
clang 14 removed -gz=zlib-gnu and ld.lld/llvm-objcopy removed .zdebug support
recently. llvm-dwp currently doesn't support SHF_COMPRESSED. Add support and
remove .zdebug support.

Simplify llvm::object::Decompressor which has no .zdebug user now.

While here, add tests for ELF32LE, ELF32BE, and ELF64BE.

- It conflicts with the existing llvm::size in STLExtras, which will now
  never be called.
- Calling it without llvm:: breaks C++17 compat
