[proposal](https://github.com/llvm/wg-hlsl/pull/62/files?short_path=ac6e592#diff-ac6e59276afe8016e307eedc5c835f534c0cb353707760b44df0fa9d905a5cf8).
We had to bring back the legacy pass manager interface for the
scalarizer pass. Two reasons for this:
1. The DirectX backend is still using the legacy pass manager
2. The new PM isn't hooked up in clang yet via `BackendUtil.cpp`'s
`AddEmitPasses` That means even if we add a `buildCodeGenPipeline` we
won't be able to benefit from the new pass manager's scalarizer pass
interface.
The remaining changes are hooking up the scalarizer pass to the DirectX
backend, updating the DirectX test cases,
and allowing the `optdriver` to not block the legacy invocation of the
scalarizer pass.
Future work still needs to be done to allow the scalarizer pass to
handle target specific intrinsics.

This transformation doesn't actually use any of the internal state of
LSR and recomputes all information from SCEV. Splitting it out makes
it easier to test.
Note that long term I would like to write a version of this transform
which *is* integrated with LSR's solver, but if that happens, we'll
just delete the extra pass.
Integration wise, I switched from using TTI to using a pass configuration
variable. This seems slightly more idiomatic, and means we don't run
the extra logic on any target other than RISCV.
Currently, the LowerConstantIntrinsics pass does an RPO traversal of
every function... only to find that many functions don't have constant
intrinsics (is.constant, objectsize). In the CodeGen pipeline, there is
already a pre-isel intrinsic lowering pass, which iterates over
intrinsic declarations and lowers all users. Call
lowerConstantIntrinsics from this pass to avoid the extra iteration over
the entire IR and the RPO traversal.
This pass isn't used anywhere and thus has no test coverage. Remove it
for these reasons.
For whatever reason, there was no entry in
`llvm/include/llvm/LinkAllPasses.h` to remove.

This remove a bunch of #include statements in Scalar.cpp. I do not
think those should be needed any longer (assuming that they once
upon a time possibly were needed for legacy PM C bindings, but
that is not supported any longer).
Also removing some other #include statements not needed any longer
due to deprecation of legacy PM.

Remove C APIs for interacting with PassRegistry and pass
initialization. These are legacy PM concepts, and are no longer
relevant for the new pass manager.
Calls to these initialization functions can simply be dropped.

These are part of the optimization pipeline, of which the legacy version is deprecated and being removed.
Legacy passes are only supported for codegen, and I don't believe
it's possible to write backends using the C API, so we should drop
all of those. Reduces the number of places that need to be modified
when removing legacy passes.

It looks like Polly still relies on the legacy SCCP pass. Bring it back
until the best way forward is determined.

This patch ports the PlaceSafepoints pass to the new pass manager as it is used by .NET/Mono. Compatibility with the legacy pass manager is maintained by adding PlaceSafepointsLegacyPass. This pass also depends on PlaceBackedgeSafepointsLegacyPass, which has been kept in the legacy-only variant, since it is apparently used only from PlaceSafepointsPass. It has been renamed, though, to indicate its legacy interface.
