[HLSL] Re-implement countbits with the correct return type (#113189) 
Restricts hlsl countbits to always return a uint32.
Implements a lowering from llvm.ctpop which has an overloaded return
type to dxil cbits op which always returns uint32.
Closes #112779

Add new elementwise popcount builtin to support HLSL function
'countbits'.
elementwise popcount only accepts integer types.
Add hlsl intrinsic 'countbits'
