f3d587ea7c Refactor recording the preprocessor conditional directive regions out of 
PreprocessingRecord and into its own class, PPConditionalDirectiveRecord.

Decoupling allows a client to use the functionality of PPConditionalDirectiveRecord
without needing a PreprocessingRecord.
