[SelectionDAG] Virtualize isTargetStrictFPOpcode / isTargetMemoryOpcode (#119969) 
With this change, targets are no longer required to put memory / strict-fp opcodes after special
`ISD::FIRST_TARGET_MEMORY_OPCODE`/`ISD::FIRST_TARGET_STRICTFP_OPCODE` markers.
This will also allow autogenerating `isTargetMemoryOpcode`/`isTargetStrictFPOpcode (#119709).

[SelectionDAG] Add empty implementation of SelectionDAGInfo to some targets (#119968) 
#119969 adds a couple of new methods to this class, which will need to
be overridden by these targets.

Part of #119709.

157e5a6d10 Remove getDataLayout() from TargetSelectionDAGInfo (had no users) 
Summary:
Remove empty subclass in the process.

This change is part of a series of commits dedicated to have a single
DataLayout during compilation by using always the one owned by the
module.

a7c40ef022 Canonicalize header guards into a common format. 
Add header guards to files that were missing guards. Remove #endif comments
as they don't seem common in LLVM (we can easily add them back if we decide
they're useful)

Changes made by clang-tidy with minor tweaks.

bb919dfb6b Implement a bunch more TargetSelectionDAGInfo infrastructure. 
Move EmitTargetCodeForMemcpy, EmitTargetCodeForMemset, and
EmitTargetCodeForMemmove out of TargetLowering and into
SelectionDAGInfo to exercise this.

ca0a53ac52 Name these stub files consistently with the SPU and PPC targets' conventions. 
Also rename the classes appropriately. The CMake build already used these
names.
