Similar to 806761a7629df268c8aed49657aeccffa6bca449.
For IR files without a target triple, -mtriple= specifies the full
target triple while -march= merely sets the architecture part of the
default target triple, leaving a target triple which may not make sense,
e.g. amdgpu-apple-darwin.
Therefore, -march= is error-prone and not recommended for tests without
a target triple. The issue has been benign as we recognize
$unknown-apple-darwin as ELF instead of rejecting it outrightly.
This patch changes AMDGPU tests to not rely on the default
OS/environment components. Tests that need fixes are not changed:

When the scavenger is not allowed to spill, the only difference between
forward and backward should be the heuristics used to pick an available
register. Forwards scavenging tries to pick a register that can be used
again later in the BB; backwards scavenging tries to pick one that can
be used earlier.
Backwards scavenging is preferred because it does not rely on accurate
kill flags.

IndirectCopyToAGPR should be reworked as to avoid optimizing during copy lowering. However, as it stands, the code is buggy. This patch replaces the call to definesRegister with modifiesRegister, and confirms that the dest reg of the found accvgpr_write is in fact the src reg of our copy.

Implicit def operands are needed when we spill partially undef super registers by each individual subregister. The implicit-def operands will allow us to lower spills without the verifier complaining. Currently, we are overzeously attaching implicit operands, when we really only need them on the first sub reg spill op. By more selectively attached the implicit ops, we will free up some unneeded dependencies for the post-ra scheduler.
Moreover, this enables a previously incorrect optimization / resolves a correctness issue in indirectCopyToAGPR. When lowering AGPR copies on GFX908, we can improve CodeGen by reusing accvgpr_writes. However, we could not reliably determine which agprs accvgpr_writes actually define due to implicit-defs.

This uses rotating reminder of division by 3 to select another
temp vgpr each next time in a sequence of several agpr copies.
Therefore, temp vgpr selection depends on the generated agpr
number. This number could change with any unrelated change to
the register definitions.
Stabilize the selection by using a real agpr number.

Based on available register budget, reserve highest available VGPR for
AGPR copy before RA. After RA, shift it to lowest unused VGPR if the one
exist.

We need to guarantee cheap copies between AGPRs, and unfortunately
gfx908 cannot directly do this. Theoretically we could set the
scavenger up with an emergency spill slot, but it also feels
unreasonable to pay that cost for what was assumed to be a simple and
cheap copy. Pick a register that doesn't conflict with any ABI
registers.
This does not address the same issue when copying from SGPR to AGPR
for gfx90a (this coincidentally fixes it for gfx908), but that's less
interesting since the register allocator shouldn't be proactively
introducing such copies.
One edge case I'm worried about is respecting the VGPR budget implied
by amdgpu-waves-per-eu. If the theoretical upper bound of a function
is 32 VGPRs, this will force the actual count to be 33.
This is also broken if inline assembly uses/defs something in v32. The
coalescer will eliminate the intermediate vreg between the def and
use, and the introduced copy will clobber the user value.

This is an optimization, but also fixes a compile failure when no free
VGPRs are available. The problem still exists for gfx908 where a
scratch register is still required. This also still exists for the
SGPR to AGPR case.
Previously, instructions which could be
expressed as VOP3 in addition to another
encoding had a _e64 suffix on the tablegen
record name, while those
only available as VOP3 did not. With this
patch, all VOP3s will have the _e64 suffix.
The assembly does not change, only the mir.

This would end up killing part of the result super-register, resulting
in a verifier error on a later use of the overlapping registers. We
could add kills of any non-aliasing registers, but we should be moving
away from relying on kill flags.
Avoid recursively calling copyPhysReg for AGPR handling. This was
dropping the necessary super register implicit defs to avoid liveness
verifier errors.
Summary:
If amdgpu-flat-work-group-size is not specified in LLVM IR, the backend
uses default value of 1024. For this, minimum waves per EU should be 4.
However, backend is still setting minimum value to 1 instead of calculated
value. This is not observed normally as frontend always provide
amdgpu-flat-work-group-size attribute.
