78654e8511 Revert "Reland D74436 "Change clang option -ffp-model=precise to select ffp-contract=on"""
Reverting because this patch is causing ~20 llvm-test-suite failures on
a number of different bots:

cd2c5af6df Reland D74436 "Change clang option -ffp-model=precise to select ffp-contract=on""
Change clang option -ffp-model=precise, the default, to select ffp-contract=on
    The patch caused some problems for PowerPC but ibm has made
    adjustments so I am resubmitting this patch.  Additionally, Andy looked
    at the performance regressions on LNT and it looks like a loop
    unrolling decision that could be adjusted.

Want to revert this because it's causing trouble for PowerPC
I also fixed test fp-model.c which was looking for an incorrect error message

529f4ed401 Improve __builtin_constant_p lowering
__builtin_constant_p used to be short-cut evaluated to false when
building with -O0. This is undesirable as it means that constant folding
in the front-end can give different results than folding in the back-end.
It can also create conditional branches on constant conditions that don't
get folded away. With the pending improvements to the llvm.is.constant
handling on the LLVM side, the short-cut is no longer useful.

Adjust various codegen tests to not depend on the short-cut or the
backend optimisations.

cc12f68fff [PowerPC] [Clang] Port SSE2 intrinsics to PowerPC
Port emmintrin.h which include Intel SSE2 intrinsics implementation to PowerPC platform (using Altivec).

The new headers containing those implemenations are located into a directory named ppc_wrappers
which has higher priority when the platform is PowerPC on Linux. They are mainly developed by Steven Munroe,
with contributions from Paul Clarke, Bill Schmidt, Jinsong Ji and Zixuan Wu.

It's a follow-up patch of D62121.
