Summary: Details: This patch enables SETCC to be selected to S_CMP_* if uniform and V_CMP_* if divergent.

f581d575ce AMDGPU: Add intrinsics for address space identification 
The library currently uses ptrtoint and directly checks the queue ptr
for this, which counts as a pointer capture.
