Add mir-check-debug pass to check MIR-level debug info.
For IR-level, currently, LLVM have debugify + check-debugify to generate
and check debug IR. Much like the IR-level pass debugify, mir-debugify
inserts sequentially increasing line locations to each MachineInstr in a
Module, But there is no equivalent MIR-level check-debugify pass, So now
we support it at "mir-check-debug".

Currently we add individual BB to BlockFilterSet if its frequency satisfies
LoopFreq / Freq <= LoopToColdBlockRatio
LoopFreq is edge frequency from outside to loop header.
LoopToColdBlockRatio is a command line parameter.
It doesn't make sense since we always layout whole chain, not individual BBs.
It may also cause a tricky problem. Sometimes it is possible that the LoopFreq
of an inner loop is smaller than LoopFreq of outer loop. So a BB can be in
BlockFilterSet of inner loop, but not in BlockFilterSet of outer loop,
like .cold in the test case. So it is added to the chain of inner loop. When
work on the outer loop, .cold is not added to BlockFilterSet, so the edge to
successor .problem is not counted in UnscheduledPredecessors of .problem chain.
But other blocks in the inner loop are added BlockFilterSet, so the whole inner
loop chain can be layout, and markChainSuccessors is called to decrease
UnscheduledPredecessors of following chains. markChainSuccessors calls
markBlockSuccessors for every BB, even it is not in BlockFilterSet, like .cold,
so .problem chain's UnscheduledPredecessors is decreased, but this edge was not
counted on in fillWorkLists, so .problem chain's UnscheduledPredecessors
becomes 0 when it still has an unscheduled predecessor .pred! And it causes
problems in following various successor BB selection algorithms.

As noticed on D92965, we needed to simplify the prefixes to ensure all RUNs were properly covered.
We should never have a target with BMI2 without BMI1, so use that as the 'BMI level' and then check with/without TBM (all TBM targets have at least BMI1).
SUMMARY:
In order for the runtime on AIX to find the compact unwind section(EHInfo table),
we would need to set the following on the traceback table:
The 6th byte's longtbtable field to true to signal there is an Extended TB Table Flag.
The Extended TB Table Flag to be 0x08 to signal there is an exception handling info presents.
Emit the offset between ehinfo TC entry and TOC base after all other optional portions of traceback table.

This PR implements the function splitBasicBlockBefore to address an
issue
that occurred during SplitEdge(BB, Succ, ...), inside splitBlockBefore.
The issue occurs in SplitEdge when the Succ has a single predecessor
and the edge between the BB and Succ is not critical. This produces
the result ‘BB->Succ->New’. The new function splitBasicBlockBefore
was added to splitBlockBefore to handle the issue and now produces
the correct result ‘BB->New->Succ’.
Below is an example of splitting the block bb1 at its first instruction.

Undef subranges are not present in the live range values, except when
they cross block boundaries. In this situation, a identity copy is
inside a loop, and one of the lanes is undefined. It only appears
alive inside the loop due to the copy. Once the copy was erased, it
would leave behind a segment inside the loop body with no
corresponding def anywhere in the program.
When RenameIndependentSubregs processed this dummy interval, it would
introduce a "Multiple connected components in live interval" verifier
error when IMPLICIT_DEFs were added to the other two blocks. I believe
there is a missing verifier check for this type of dummy interval.
I have found additional cases from the same fundamental problem in
other areas I haven't managed to fix yet (e.g. the commented out
prune_subrange_phi_value_* cases).

MVE has a dual lane vector move instruction, capable of moving two
general purpose registers into lanes of a vector register. They look
like one of:
vmov q0[2], q0[0], r2, r0
vmov q0[3], q0[1], r3, r1
They only accept these lane indices though (and only insert into an
i32), either moving lanes 1 and 3, or 0 and 2.
This patch adds some tablegen patterns for them, selecting from vector
inserts elements. Because the insert_elements are know to be
canonicalized to ascending order there are several patterns that we need
to select. These lane indices are:
3 2 1 0 -> vmovqrr 31; vmovqrr 20
3 2 1 -> vmovqrr 31; vmov 2
3 1 -> vmovqrr 31
2 1 0 -> vmovqrr 20; vmov 1
2 0 -> vmovqrr 20
With the top one being the most common. All other potential patterns of
lane indices will be matched by a combination of these and the
individual vmov pattern already present. This does mean that we are
selecting several machine instructions at once due to the need to
re-arrange the inserts, but in this case there is nothing else that will
attempt to match an insert_vector_elt node.

As discussed on D92645, we don't do a good job of recognising when we don't require the full width of a ymm/zmm build vector because the upper elements are undef/zero.
This commit allows us to make use of implicit zeroing of upper elements with AVX instructions, which we emulate in DAG with a INSERT_SUBVECTOR into the bottom of a undef/zero vector of the original type.
This exposed a limitation in getTargetConstantBitsFromNode which didn't extract bits from INSERT_SUBVECTORs of different element widths which I've included as well to prevent a couple of regressions.
Support atomic exchange and atomic compare and exchange instructions.
Change CAS and TS1AM instructions for ISel patterns. Add selectADDRzi
pattern for them. Add TS1AM pseudo instruction also for better ISel.
Add shouldExpandAtomicRMWInIR() function to expand all atomicrmw
instructions except atomicrmw xchg. Add custom lower for i8/i16
atomicrmw xchg. Modify replaceFI to support CAS/TS1AM instructions
which use "reg+disp" operands instead of "reg+imm+disp" operands.
And, add several regression tests to check the correctness.

The X86-64 ABI defines va_list as
typedef struct {
unsigned int gp_offset;
unsigned int fp_offset;
void *overflow_arg_area;
void *reg_save_area;
} va_list[1];
This means the size, alignment, and reg_save_area offset will depend on
whether we are in LP64 or in ILP32 mode, so this commit adds the checks.
Additionally, the VAARG_64 pseudo-instruction assumed 64-bit pointers, so
this commit adds a VAARG_X32 pseudo-instruction that behaves just like
VAARG_64, except for assuming 32-bit pointers.
