e5619065b8 [JITLink][ELF] New ELF skip-debug-sections test requires asserts. 
This should fix the failures on Release mode testers.

a817f46d50 [JITLink][ELF] Skip DWARF sections in ELF objects. 
This matches current JITLink/MachO behavior and avoids processing currently
unsupported relocations.
