a44e630353 [AsmParser] Fix support for zero bit integer types. 
Zero bit integer types are supported by IntegerType for consistency,
but the asmparser never got updated. Allow them to be parsed, as
required to fix CIRCT issue #316

94e4ec6499 Add CalibratedQuantizedType to quant dialect 
This type supports a calibrated type with min, max provided.

This will be used for importing calibration values of intermediate tensors (e.g. LSTM) which can't be imported with QuantStats op.

This type was initially suggested in the following RFC: https://llvm.discourse.group/t/rfc-a-proposal-for-implementing-quantization-transformations-in-mlir/655

95371ce9c2 Enable FileCheck -enable-var-scope by default in MLIR test 
This option avoids to accidentally reuse variable across -LABEL match,
it can be explicitly opted-in by prefixing the variable name with $

363dd3f394 [mlir][NFC] Rename QuantOps to Quant 
Summary:
Renamed QuantOps to Quant to avoid the Ops suffix. All dialects will contain
ops, so the Ops suffix is redundant.
