Renaming Cuf passes to CUF (#113351) 
For consistency with other dialects and other CUF passes and files, this
patch renames passes CufOpConversion to CUFOpConversion,
CufImplicitDeviceGlobal to CUFDeviceGlobal.
It also renames the file.
