Summary:
This adds the locale variants of the string functions. As previously,
these do not use the locale information at all and simply copy the
non-locale version which expects the "C" locale.
We do not list macro definitions in api.td files anymore. Not all macros
definitions have been moved out. This change moves the definition of the
NULL macro out.
