5bf72e20eb Convert StringMap to using StringRef for its APIs. 
- Yay for '-'s and simplifications!

 - I kept StringMap::GetOrCreateValue for compatibility purposes, this can
   eventually go away. Likewise the StringMapEntry Create functions still follow
   the old style.

 - NIFC.

9a35f1b702 Add a new interface for describing the behavior of library calls. This 
Currently is sufficient to describe mod/ref behavior but will hopefully
eventually be extended for other purposes.

This isn't used by anything yet.
