bd23d4daac Remove all usages of REQUIRES-ANY in the test suite. 
Pending LIT changes are about to remove the REQUIRES-ANY keyword
in place of supporting boolean && and || within "REQUIRES". This
patch prepares libc++ for that change so that when applied
the bots don't lose their mind.

6ecac73019 Implement http://wg21.link/p0302r1: Removing Allocator Support in std::function. These functions never worked, and as far as I know, no one ever called them.

b2e7cc6994 Fix inheriting constructor test for std::function. 
The test I originally checked in only worked with ToT Clang. This patch
updates the test so that it works as far back as 3.5.
