cee313d288 Revert "Temporarily Revert "Add basic loop fusion pass."" 
The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

3739e14ab4 [InlineCost] Tracking Values through PHI Nodes 
This patch fix this FIXME in visitPHI()

FIXME: We should potentially be tracking values through phi nodes,
especially when they collapse to a single value due to deleted CFG edges
during inlining.
