319d8cf685 [mlir][ods] Added EnumAttr, an AttrDef implementation of enum attributes
`EnumAttr` is a pure TableGen implementation of enum attributes using `AttrDef`. This is meant as a drop-in replacement for `StrEnumAttr`, which is soon to be deprecated. `StrEnumAttr` is often used over `IntEnumAttr` because its more readable in MLIR assembly formats. However, storing and manipulating strings is not efficient. Defining `StrEnumAttr` can also be awkward and relies on a lot of special logic in `EnumsGen`, and has some hidden sharp edges.

Also, `EnumAttr` stores the enum directly,  removing the need to convert to/from integers when calling attribute getters on ops.

802bf02a73 [mlir] Allows to query traits from types and attributes
Types and attributes now have a `hasTrait` function that allow users to check
if a type defines a trait.
Also, AbstractType and AbstractAttribute has now a `hasTraitFn` field to carry
the implementation of the `hasTrait` function of the concrete type or attribute.
This patch also adds the remaining functions to access type and attribute traits
in TableGen.

9b2a1bcf6f [mlir] separable registration of attribute and type interfaces
It may be desirable to provide an interface implementation for an attribute or
a type without modifying the definition of said attribute or type. Notably,
this allows to implement interfaces for attributes and types outside of the
dialect that defines them and, in particular, provide interfaces for built-in
types. Provide the mechanism to do so.

Currently, separable registration requires the attribute or type to have been
registered with the context, i.e. for the dialect containing the attribute or
type to be loaded. This can be relaxed in the future using a mechanism similar
to delayed dialect interface registration.

83ef862fad [mlir] Add support for generating Attribute classes for ODS
The support for attributes closely maps that of Types (basically 1-1) given that Attributes are defined in exactly the same way as Types. All of the current ODS TypeDef classes get an Attr equivalent. The generation of the attribute classes themselves share the same generator as types.
