Replace __cplusplus comparisons and dialect __has_feature checks with TEST_STD_VER.
This is a huge cleanup that helps make the libc++ test suite more portable.

We had two identical files named 'MoveOnly.h' in the test suite. Move one to support/, remove the other, and update all the tests that included them. No functionality change.
