f78f93bc9f [libc++][chrono] Adds tzdb_list implementation.
This is the first step to implement time zone support in libc++. This
adds the complete tzdb_list class and a minimal tzdb class. The tzdb
class only contains the version, which is used by reload_tzdb.

Next to these classes it contains documentation and build system support
needed for time zone support. The code depends on the IANA Time Zone
Database, which should be available on the platform used or provided by
the libc++ vendors.

The code is labeled as experimental since there will be ABI breaks
during development; the tzdb class needs to have the standard headers.

Implements parts of:
- P0355 Extending <chrono> to Calendars and Time Zones

Addresses:
- LWG3319 Properly reference specification of IANA time zone database

This brings most of the enable_ifs in libc++ to the same style. It also has the nice side-effect of reducing the size of names of these symbols, since the depedent return type is shorter.

d2232e6873 [libc++] Initialize all member variables of __state in <regex>
This is to prevent a GCC warning (
https://github.com/llvm/llvm-project/issues/65132). It looks like
`__at_first` is always assigned before it's used, but all other member
variables of this struct are initialized in the constructor, so there is
no reason not to initialize `__at_first` as well.

c01794e7ae [libc++] Move once_flag outside of <mutex>
This allows including once_flag directly from <__locale> instead of
depending on all of <mutex>, which requires threading. In turn, this
makes it easier to support locales on platforms without threading.

2dc6281b98 [libc++]Declaring '__asign_view__' as a non noexcept function
`__assign_view__` is declared as a noexcept function in `libcxx/include/__filesystem/path.h` however internally it calls `std::basic_string<char>::basic_string<char>(std::string_view)` which is not a noexcept function this may lead to a `std::terminate()` call when allocation of a new string fails.

6021c78fe5 [libc++][Modules] locale fails to compile with clang modules when _LIBCPP_LOCALE__L_EXTENSIONS is undefined
When `__locale_dir/locale_base_api/locale_guard.h is` compiled independently, as it is when it's in its own clang module, it fails to compile due to `locale_t` being undefined. It needs to include `__locale` to get that, instead of just `clocale`.

d9e3c85f57 [libc++][modules] Simplifies C++20 module testing.
The building of the std module has been moved from `params.py` and
`dsl.py` to a `lit.local.cfg` for the entire test suite. In theory this
change allows testing modules in most configurations, except:
- combined with clang modules
- C++ versions that don't support the std module

Currently only C++23 with all parts enabled works.
C++26 is expected to work properly with CMake 3.27. That versions of CMake
knows how to invoke clang using C++26.
The parts disabled modi of libc++ have not been modularized yet.

It still is the goal that in the future CMake will be able to do the work
done in `lit.local.cfg`. Doing this in CMake would require a more mature
libc++ implementation.

Thanks a lot to @ldionne for giving hints how to enable modules in a
`lit.local.cfg`.

3583bf3ad8 [libc++] Make everything in namespace std have default type visibility and hidden visibility and remove _LIBCPP_ENUM_VIS
This avoids having to add `_LIBCPP_ENUM_VIS`, since that is handled through `type_visibility` and GCC always makes the visibility of enums default. It also fixes and missing `_LIBCPP_EXPORTED_FROM_ABI` on classes when using Clang.

1eb90b9a4e [libc++] Fixes disabling wide character.
While testing the std module with -DLIBCXX_ENABLE_WIDE_CHARACTERS=OFF
the build failed. These functions are not exported from the module since
they use wchar_t. Disable them in the headers too.

66bb6b4fda [libc++] Optimize internal function in <system_error>
In the event the internal function __init is called with an empty string the code will take unnecessary extra steps, in addition, the code generated might be overall greater because, to my understanding, when initializing a string with an empty `const char*` "" (like in this case), the compiler might be unable to deduce the string is indeed empty at compile time and more code is generated.

The goal of this patch is to make a new internal function that will accept just an error code skipping the empty string argument. It should skip the unnecessary steps and in the event `if (ec)` is `false`, it will return an empty string using the correct ctor, avoiding any extra code generation issues.

After the conversation about this patch matured in the libcxx channel on the LLVM Discord server, the patch was analyzed quickly with "Compiler Explorer" and other tools and it was discovered that it does indeed reduce the amount of code generated when using the latest stable clang version (16) which in turn produces faster code.

This patch targets LLVM 18 as it will break the ABI by addressing https://github.com/llvm/llvm-project/issues/63985

Benchmark tests run on other machines as well show in the best case, that the new version without the extra string as an argument performs 10 times faster.
On the buildkite CI run it shows the new code takes less CPU time as well.
In conclusion, the new code should also just appear cleaner because there are fewer checks to do when there is no message.

090996f4a1 [libc++] Work around dynamic linking of stringstream::str() on Windows
Also `istringstream::str()` and `ostringstrem::str()`.

https://github.com/llvm/llvm-project/issues/40363 causes `str()`
to be dllimport'ed despite _LIBCPP_HIDE_FROM_ABI.
This is a temporary solution until #40363 is fixed.

0e2de665f3 [libc++][PSTL] Parallelize random_access_iterator
P2408 requires this for C++23, but implementing it in C++20 is safe
because the only code impacted would be code that violated a
precondition of the parallel algorithm. It was P2408 intent to
enable implementations to backport this to C++20.

7b580d8b40 [NFC][libc++][format] Switches to from_range constructor.
Some places in the format library were identified to benefit from
basic_string's from_range constructor. At that time that constructor was
not implemented. It's implemented now so adjust the code to use this new
constructor.
