SIInsertWaitcnts inserts waitcnt instructions to resolve data
dependencies. The GFX10+ vscnt (VMEM store count) counter is never used
in this way. It is only used to resolve memory dependencies, and that is
handled by SIMemoryLegalizer. Hence there is no need to conservatively
wait for vscnt to be 0 on function entry and before returns.

There are some patterns in td files without MVT/class set
for some operands in target pattern that are from the source
pattern. This prevents GlobalISelEmitter from adding them as
a valid rule, because the target child operand is an
unsupported kind operand. For now, for a leaf child, only
IntInit and DefInit are handled in GlobalISelEmitter.
This issue can be workaround by adding MVT/class to the
patterns in the td files, like the workarounds for patterns
anyext and setcc in PPCInstrInfo.td in D140878.
To avoid adding the same workarounds for other patterns in
td files, this patch tries to handle the UnsetInit case in
GlobalISelEmitter.
Adding the new handling allows us to remove the workarounds
in the td files and also generates many selection rules for
PPC target.

If we can not prove that f16 operands of a buildvector are canonicalized, then we can not lower into a V_PACK. In this scenario, we would previously lower into some combination of and(sdwa), shr, or. This patch allows for matching into V_PERM instead.

Add GFX11 test coverage to a bunch of tests where it was easy to do so,
mostly because the checks are autogenerated and/or GFX11 can share the
same checks as GFX10.

Previously SIFoldOperands::foldInstOperand would only fold a
non-inlinable immediate into a single user, so as not to increase code
size by adding the same 32-bit literal operand to many instructions.
This patch removes that restriction, so that a non-inlinable immediate
will be folded into any number of users. The rationale is:
- It reduces the number of registers used for holding constant values,
which might increase occupancy. (On the other hand, many of these
registers are SGPRs which no longer affect occupancy on GFX10+.)
- It reduces ALU stalls between the instruction that loads a constant
into a register, and the instruction that uses it.
- The above benefits are expected to outweigh any increase in code size.

Currently the return address ABI registers s[30:31], which fall in the call
clobbered register range, are added as a live-in on the function entry to
preserve its value when we have calls so that it gets saved and restored
around the calls.
But the DWARF unwind information (CFI) needs to track where the return address
resides in a frame and the above approach makes it difficult to track the
return address when the CFI information is emitted during the frame lowering,
due to the involvment of understanding the control flow.
This patch moves the return address ABI registers s[30:31] into callee saved
registers range and stops adding live-in for return address registers, so that
the CFI machinery will know where the return address resides when CSR
save/restore happen during the frame lowering.
And doing the above poses an issue that now the return instruction uses undefined
register `sgpr30_sgpr31`. This is resolved by hiding the return address register
use by the return instruction through the `SI_RETURN` pseudo instruction, which
doesn't take any input operands, until the `SI_RETURN` pseudo gets lowered to the
`S_SETPC_B64_return` during the `expandPostRAPseudo()`.
As an added benefit, this patch simplifies overall return instruction handling.
Note: The AMDGPU CFI changes are there only in the downstream code and another
version of this patch will be posted for review for the downstream code.

These used to consistently be zeroed pre-gfx9, but gfx9 made the
situation complicated since now some still do and some don't. This
also manages to pick up a few cases that the pattern fails to optimize
away.
We handle some cases with instruction patterns, but some get
through. In particular this improves the integer cases.
The AMDGPU handling of f16 vectors is terrible still since it gets
scalarized even when the vector operation is legal.
The code is is essentially duplicated between the non-strict and
strict case. Apparently no other expansions are currently trying to do
this. This is mostly because I found the behavior of
getStrictFPOperationAction to be confusing. In the ARM case, it would
expand strict_fsub even though it shouldn't due to the later check. At
that point, the logic required to check for legality was more complex
than just duplicating the 2 instruction expansion.
