River Riddle	6ee1aba8ac	[mlir][bytecode] Fix lazy loading of non-isolated regions ... The bytecode reader currently assumes all regions can be lazy loaded, which breaks reading any non-isolated region. Mehdi Amini	3128b3105d	Add support for Lazyloading to the MLIR bytecode ... IsolatedRegions are emitted in sections in order for the reader to be able to skip over them.
