When allocating a polymorphic entity, its type descriptor can come
from the declared type or can be provided in the allocate statement.
This patch adds lowering for allocate on polymorphic by calling
the `AllocatableInitDerived` runtime function with the correct
type descriptor. Some adaptation are made in the code generation
to accept fir.class where it is appropriate.

It seems the needed functionality was already implemented for host associations,
so turn that code into a function and move it into a (hopefully appropriate)
common location and reuse it.

Polymorphic and unlimited polymorphic entities should be handled by runtime. This patch
update the condition in `genDeallocate` to force polymorphic and unlimited polymorphic entities
to be deallocated through a runtime call and not inlined.

From Fortran 2018 standard 9.7.3.2 point 6:
When a procedure is invoked, any allocated allocatable object that is an actual
argument corresponding to an INTENT (OUT) allocatable dummy argument is
deallocated; any allocated allocatable object that is a subobject of an actual
argument corresponding to an INTENT (OUT) dummy argument is deallocated.
Deallocation is done on the callee side. For BIND(C) procedure, the deallocation
is also done on the caller side.
