It's the end of an era. The IRC channel was previously where the
community gathered to discuss technical topics but is now a ghost town
where the primary activity is moderators (me) kickbanning the same
individual dozens of times a day for CoC violations and the secondary
activity is telling the occasional person to come to Discord for help.
The number of people engaging on IRC for the community's intended
purposes seems to be roughly one person a month.
So this removes all remaining mentions of IRC from our documentation so
that it no longer appears to be an "official" channel for communicating
with the community. It also removes IRC handles from the various
maintainers lists, since those would stand out as confusing
anachronisms.
The IRC channel topic already recommends people come to the Discord
server. There is no way to "shut down" an IRC channel such that it no
longer exists, so the channel will continue to exist on OFTC, but will
be unmoderated.

This patch provides the response and reporting guides for Code of Conduct reports. It also removes the word draft from all the documents,
adds information about the CoC committee, and a place to put transparency reports. A post will also be made on Discourse to provide more details about the history of the code of conduct, this patch, and next steps. Please see that post for full details. I will put a link below once I have it.

the advisory committee would do anyway, codifying it does no harm and
helps reassure people that rare does not mean arbitrary.

The reporting guide in particular I anticipate will be shaped somewhat
by the advisory committee when they are selected. But hopefully this
serves as a good starting point and good guidance while the advisory
committee is being sorted out.

people worked to help with drafting, wording, suggestions, and edits.
Also, this is based on widely used existing codes of coduct as mentioned
in the text, and the original authors of those deserve many thanks as
