During my previous cleanup (#127403), I did not notice that we defined a
type alias for the base class. This type alias allows us to use the
shorter form Base::Base, and this PR switches to that.
`let constructor` is deprecated since the table gen backend emits most
of the glue logic to build a pass. This PR retires the td method for
most (I need another pass) passes in the Conversion directory.
Do not match on illegal destination blocks. Also apply some minor
cleanups.
TODO: We should add region/block argument type conversions to properly
address this.

This is a step for adding more options not directly related to type
conversion. Also with this we can now avoid the explicit constructor.

Made passes converting ops from other dialects to spirv OperationPass,
so that downstream compiler could put them in a proper nested pass
manager to lower device code only.

StandardToSPIRV currently contains an assortment of patterns converting from
different dialects to SPIRV. This commit splits up StandardToSPIRV into separate
conversions for each of the dialects involved (some of which already exist).
