29dda21e96 Remove arm_apcscc from the test files. It is the default and doing this 
matches what llvm-gcc and clang now produce.

04f72fc955 CommuteChangesDestination() should check if to-be-commuted instruction defines any register. Also teaches the default commuteInstruction() to commute instruction without definitions (e.g. X86::test / ARM::tsp).
