[c++20] P1907R1: Support for generalized non-type template arguments of scalar type. (#78041)
Previously committed as 9e08e51a20d0d2b1c5724bb17e969d036fced4cd, and
reverted because a dependency commit was reverted, then committed again
as 4b574008aef5a7235c1f894ab065fe300d26e786 and reverted again because
"dependency commit" 5a391d38ac6c561ba908334d427f26124ed9132e was
reverted. But it doesn't seem that 5a391d38ac6c was a real dependency
for this.

This commit incorporates 4b574008aef5a7235c1f894ab065fe300d26e786 and
18e093faf726d15f210ab4917142beec51848258 by Richard Smith (@zygoloid),
with some minor fixes, most notably:

- `UncommonValue` renamed to `StructuralValue`

- `VK_PRValue` instead of `VK_RValue` as default kind in lvalue and
member pointer handling branch in
`BuildExpressionFromNonTypeTemplateArgumentValue`;

- handling of `StructuralValue` in `IsTypeDeclaredInsideVisitor`;

- filling in `SugaredConverted` along with `CanonicalConverted`
parameter in `Sema::CheckTemplateArgument`;

- minor cleanup in
`TemplateInstantiator::transformNonTypeTemplateParmRef`;

- `TemplateArgument` constructors refactored;

- `ODRHash` calculation for `UncommonValue`;

- USR generation for `UncommonValue`;

- more correct MS compatibility mangling algorithm (tested on MSVC ver.
19.35; toolset ver. 143);

- IR emitting fixed on using a subobject as a template argument when the
corresponding template parameter is used in an lvalue context;

- `noundef` attribute and opaque pointers in `template-arguments` test;

- analysis for C++17 mode is turned off for templates in
`warn-bool-conversion` test; in C++17 and C++20 mode, array reference
used as a template argument of pointer type produces template argument
of UncommonValue type, and
`BuildExpressionFromNonTypeTemplateArgumentValue` makes
`OpaqueValueExpr` for it, and `DiagnoseAlwaysNonNullPointer` cannot see
through it; despite of "These cases should not warn" comment, I'm not
sure about correct behavior; I'd expect a suggestion to replace `if` by
`if constexpr`;

- `temp.arg.nontype/p1.cpp` and `dr18xx.cpp` tests fixed.

[clang] Use StringRef::{starts,ends}_with (NFC) (#75149)
This patch replaces uses of StringRef::{starts,ends}with with

std::{string,string_view}::{starts,ends}_with in C++20.

I'm planning to deprecate and eventually remove

[clang][NFC] Refactor clang::Linkage (#71049)
This patch introduces a new enumerator `Invalid = 0`, shifting other enumerators by +1. Contrary to how it might sound, this actually affirms status quo of how this enum is stored in `clang::Decl`:
```
  /// If 0, we have not computed the linkage of this declaration.
  /// Otherwise, it is the linkage + 1.
  mutable unsigned CacheValidAndLinkage : 3;
```
This patch makes debuggers to not be mistaken about enumerator stored in this bit-field. It also converts `clang::Linkage` to a scoped enum.

[clang] remove ClassScopeFunctionSpecializationDecl (#66636)
This removes the `ClassScopeFunctionSpecializationDecl` `Decl` node, and
instead uses `DependentFunctionTemplateSpecializationInfo` to handle
such declarations. `DependentFunctionTemplateSpecializationInfo` is also
changed to store a `const ASTTemplateArgumentListInfo*` to be more in
line with `FunctionTemplateSpecializationInfo`.

This also changes `FunctionDecl::isFunctionTemplateSpecialization` to
return `true` for dependent specializations, and
`FunctionDecl::getTemplateSpecializationKind`/`FunctionDecl::getTemplateSpecializationKindForInstantiation`
to return `TSK_ExplicitSpecialization` for non-friend dependent
specializations (the same behavior as dependent class scope
`ClassTemplateSepcializationDecl` & `VarTemplateSepcializationDecl`).

[clang][USR] Prevent crashes on incomplete FunctionDecls
FunctionDecls can be created with null types (D124351 added such a new
code path), to be filled in later. But parsing can stop before
completing the Decl (e.g. if code completion
point is reached).
Unfortunately most of the methods in FunctionDecl and its derived
classes assume a complete decl and don't perform null-checks.
Since we're not encountring crashes in the wild along other code paths
today introducing extra checks into quite a lot of places didn't feel
right (due to extra complexity && run time checks).
I believe another alternative would be to change Parser & Sema to never
create decls with invalid types, but I can't really see an easy way of
doing that, as most of the pieces are structured around filling that
information as parsing proceeds.

205c0589f9 Revert "[clang] Convert OptionalFileEntryRefDegradesToFileEntryPtr to std::optional"
This reverts commit 8f0df9f3bbc6d7f3d5cbfd955c5ee4404c53a75d.

The Optional*RefDegradesTo*EntryPtr types want to keep the same size as
the underlying type, which std::optional doesn't guarantee. For use with
llvm::Optional, they define their own storage class, and there is no way
to do that in std::optional.

On top of that, that commit broke builds with older GCCs, where
std::optional was not trivially copyable (static_assert in the clang
sources was failing).

2b833d4086 [AST] Improve traversal of concepts and concept requirements
- Do not traverse concept decl inside `AutoType`. We only traverse
  declaration and definitions, not references to a declaration.
- Do not visit implicit AST node the relevant traversal mode.
- Add traversal extension points for concept requirements.
- Renamed `TraverseConceptReference` to mark as helper to share
  the code. Having an extension point there seems confusing given that
  there are many concept refences in the AST that do not call the
  helper. Those are `AutoType`, `AutoTypeLoc` and constraint requirements.

Only clangd code requires an update.

There are no use-cases for concept requirement traversals yet, but
I added them in the earlier version of the patch and decided to keep

Genarate USRs for concepts.

Also change how `RecursiveASTVisitor` handles return type requirement in

The AST will look something like:

Thus we end up adding a reference to `UnresolvedUsingIfExistsDecl` when
processing `UsingDecl`, but never add the decl itself. In this case the
decl is really the `UsingDecl` anyway though (which we do output), so it
makes more sense to just remove the extra reference.

fae0dfa642 [Clang] Add __ibm128 type to represent ppc_fp128
Currently, we have no front-end type for ppc_fp128 type in IR. PowerPC

(-mabi=(ieee|ibm)longdouble) to control it and we're going to do
transition from IBM extended double-double ppc_fp128 to IEEE fp128 in
the future.

This patch adds type __ibm128 which always represents ppc_fp128 in IR,
as what GCC did for that type. Without this type in Clang, compilation
will fail if compiling against future version of libstdcxx (which uses
__ibm128 in headers).

Although all operations in backend for __ibm128 is done by software,
only PowerPC enables support for it.

There's something not implemented in this commit, which can be done in
future ones:

- Literal suffix for __ibm128 type. w/W is suitable as GCC documented.
- __attribute__((mode(IF))) should be for __ibm128.
- Complex __ibm128 type.

b2d0c16e91 [clang] p1099 using enum part 2
This implements the 'using enum maybe-qualified-enum-tag ;' part of

'BaseUsingDecl'. Much of the diff is the boilerplate needed to get the
new class set up.

There is one case where we accept ill-formed, but I believe this is
merely an extended case of an existing bug, so consider it
orthogonal. AFAICT in class-scope the c++20 rule is that no 2 using
decls can bring in the same target decl ([namespace.udecl]/8). But we
already accept:

struct A { enum { a }; };
struct B : A { using A::a; };
struct C : B { using A::a;
using B::a; }; // same enumerator

this patch permits mixtures of 'using enum Bob;' and 'using Bob::member;' in the same way.
