123064dc39 [Clang][Arm] Convert -fallow-half-arguments-and-returns to a target option. NFC
This cc1 option -fallow-half-arguments-and-returns allows __fp16 to be
passed by argument and returned, without giving an error. It is
currently always enabled for Arm and AArch64, by forcing the option in
the driver. This means any cc1 tests (especially those needing
arm_neon.h) need to specify the option too, to prevent the error from
being emitted.

This changes it to a target option instead, set to true for Arm and
AArch64. This allows the option to be removed. Previously it was implied
by -fnative_half_arguments_and_returns, which is set for certain
languages like open_cl, renderscript and hlsl, so that option now too
controls the errors. There were are few other non-arm uses of
-fallow-half-arguments-and-returns but I believe they were unnecessary.
The strictfp_builtins.c tests were converted from __fp16 to _Float16 to
avoid the issues.

bfb9b8e075 [Passes] add a tail-call-elim pass near the end of the opt pipeline
We call tail-call-elim near the beginning of the pipeline,
but that is too early to annotate calls that get added later.

In the motivating case from issue #47852, the missing 'tail'
on memset leads to sub-optimal codegen.

I experimented with removing the early instance of
tail-call-elim instead of just adding another pass, but that
appears to be slightly worse for compile-time:
+0.15% vs. +0.08% time.
"tailcall" shows adding the pass; "tailcall2" shows moving
the pass to later, then adding the original early pass back
(so 1596886802 is functionally equivalent to 180b0439dc ):

Note that there was an effort to split the tail call functionality
into 2 passes - that could help reduce compile-time if we find
that this change costs more in compile-time than expected based

a83aa33d1b [IR] Move vector.insert/vector.extract out of experimental namespace
These intrinsics are now fundemental for SVE code generation and have been
present for a year and a half, hence move them out of the experimental
namespace.

532dc62b90 [OpaquePtrs][Clang] Add -no-opaque-pointers to tests (NFC)
This adds -no-opaque-pointers to clang tests whose output will
change when opaque pointers are enabled by default. This is
intended to be part of the migration approach described in
https://discourse.llvm.org/t/enabling-opaque-pointers-by-default/61322/9.

The patch has been produced by replacing %clang_cc1 with
%clang_cc1 -no-opaque-pointers for tests that fail with opaque
pointers enabled. Worth noting that this doesn't cover all tests,
there's a remaining ~40 tests not using %clang_cc1 that will need
a followup change.

I modified clang by renaming `enable_noundef_analysis` flag to `disable-noundef-analysis` and turning it off by default.

d96161a179 [ARM/AArch64] Move REQUIRES after update_cc_test_checks line. NFC
c17d9b4b125e5561925aa added REQUIRES lines to a lot of Arm and AArch64
test, but added them to the very beginning, before the existing
update_cc_test_checks lines. This just moves them later so as to not
mess up the existing ordering when the checks are regenerated.

Autogenerated test codes are changed by `utils/update_cc_test_checks.py,` and non-autogenerated test codes are changed as follows:

(1) I wrote a python script that (partially) updates the tests using regex: {F18594904} The script is not perfect, but I believe it gives hints about which patterns are updated to have `noundef` attached.

(2) The remaining tests are updated manually.

0ce46a1d43 [AArch64][Driver][SVE] Allow -msve-vector-bits=<n>+ syntax to mean no maximum vscale
This patch splits the existing SveVectorBits LangOpt into VScaleMin and
VScaleMax LangOpts such that we can represent such an option. The cc1
option has also been split into -mvscale-{min,max}=<n> options so that the
cc1 arguments better reflect the vscale_range IR attribute.

8ea72b3887 [clang][AArch64][SVE] Avoid going through memory for coerced VLST return values
VLST return values are coerced to VLATs in the function epilog for
consistency with the VLAT ABI. Previously, this coercion was done
through memory. It is preferable to use the
llvm.experimental.vector.insert intrinsic to avoid going through memory
here.

3d5b18a3fd [clang][AArch64][SVE] Avoid going through memory for coerced VLST arguments
VLST arguments are coerced to VLATs at the function boundary for
consistency with the VLAT ABI. They are then bitcast back to VLSTs in
the function prolog. Previously, this conversion is done through memory.
With the introduction of the llvm.vector.{insert,extract} intrinsic, we
can avoid going through memory here.

fd739804e0 [test] Add {{.*}} to make ELF tests immune to dso_local/dso_preemptable/(none) differences
For a default visibility external linkage definition, dso_local is set for ELF
-fno-pic/-fpie and COFF and Mach-O. Since default clang -cc1 for ELF is similar
to -fpic ("PIC Level" is not set), this nuance causes unneeded binary format differences.

To make emitted IR similar, ELF -cc1 -fpic will default to -fno-semantic-interposition,
which sets dso_local for default visibility external linkage definitions.

To make this flip smooth and enable future (dso_local as definition default),
this patch replaces (function) `define ` with `define{{.*}} `,
(variable/constant/alias) `= ` with `={{.*}} `, or inserts appropriate `{{.*}} `.

e592dde688 [clang][SVE] Activate macro __ARM_FEATURE_SVE_VECTOR_OPERATORS.
The macro is emitted when wargeting SVE code generation with the additional command line option `-msve-vector-bits=<N>`.

The behavior implied by the macro is described in sections "3.7.3.3. Behavior specific to SVE vectors" of the SVE ACLE (Version 00bet6) that can be found at https://developer.arm.com/documentation/100987/latest
