Before emitting a warning message, code should check that the usage in
question should be diagnosed by calling ShouldWarn(). A fair number of
sites in the code do not, and can emit portability warnings
unconditionally, which can confuse a user that hasn't asked for them
(-pedantic) and isn't terribly concerned about portability *to* other
compilers.
Add calls to ShouldWarn() or IsEnabled() around messages that need them,
and add -pedantic to tests that now require it to test their portability
messages, and add more expected message lines to those tests when
-pedantic causes other diagnostics to fire.
Implements compatibility checking for initializers in procedure pointer
declarations. This work exposed some inconsistency in how ELEMENTAL
interfaces were handled and checked, from both unrestricted intrinsic
functions and others, and some refinements needed for function result
compatbility checking; these have also been ironed out. Some new
warnings are now emitted, and this affected a dozen or so tests.

Call GetUltimate() before checking a user-defined derived type I/O specific
procedure so that the checks work on a USE-associated procedure. And
require their character arguments to have the default CHARACTER kind.

The present I/O infrastructure for user-defined derived type I/O
subroutines works fine for type-bound I/O generic bindings. It also works
for explicit INTERFACE blocks and GENERIC statements that define
UDDIO subroutines in the same scope as the definition of the derived type,
so long as the specific procedures in those bindings are module procedures
or external procedures.
For non-type-bound UDDTIO specific procedures that are dummy procedures,
thunks of inner procedures, or procedure pointers, or that are defined with
interfaces or GENERIC outside the scope of the definition of the derived
type, a new runtime I/O API is needed so that lowering can generate
a call that supplies the appropriate procedure as well as the defined
type instance.
This patch specifies and implements this new runtime API and provides
utility routines for lowering to use to determine whether it should be
called for any particular OutputItem or InputItem in the parse tree.

Semantics crashes when emitting runtime derived type information tables
for a type that has user-defined I/O procedures declared outside the
type with explicit INTERFACE blocks (as opposed to a GENERIC binding
within the type). This is due to the runtime table constructor
adding a table entry for each specific procedure of any explicit interface
of the right kind (e.g., READ(UNFORMATTED)) that it found, rather than
just the ones that pertain to the derived type in question. But
semantics also wasn't checking such interfaces for distinguishable
specific procedures, either.
Clean these up, improve the spelling of defined I/O procedure kinds
in error messages ("read(formatted)" rather than "READFORMATTED"),
and make error messages stemming from macro expansions only have
one "error:" prefix on the original message so that a new test
would work.

User-defined derived type I/O subroutines need to be unique for
a given type and operation in any scope, but it is acceptable
to have more than one defined I/O subroutine so long as only one
of them is visible.

To enable Flang testing on Windows, shell scripts have to be ported to Python. In this patch the "test_errors.sh" script is ported to python ("test_errors.py"). The RUN line of existing tests was changed to make use of the python script.

It's possible to specify defined input/output procedures either as a
type-bound procedure of a derived type or as a defined-io-generic-spec. This
means that you can specify the same procedure in both mechanisms, which does
not cause problems. Alternatively, you can specify two different procedures to
be the defined input/output procedure for the same derived type. This is an
error. This change catches this error. The situation is slightly complicated
by parameterized derived types. Types with the same value for a KIND parameter
are treated as the same type while types with different KIND parameters are
treated as different types.
I implemented this check by adding a vector to keep track of which defined
input/output procedures had been seen for which derived types along with the
kind of procedure (read vs write and formatted vs unformatted). I also added
tests for non-parameterized types and types parameterized by KIND and LEN type
parameters.
I also removed an erroneous check from the code that creates runtime type
information.

Defined input/output procedures are specified in 12.6.4.8. There are different
versions for read versus write and formatted versus unformatted, but they all
share the same basic set of dummy arguments.
I added several checking functions to check-declarations.cpp along with a test.
In the process of implementing this, I noticed and fixed a typo in
.../lib/Evaluate/characteristics.cpp.
