[LLD][COFF] Add support for --time-trace (#68236)
This adds support for generating Chrome-tracing .json profile traces in
the LLD COFF driver.

Also add the necessary time scopes, so that the profile trace shows in
great detail which tasks are executed.

As an example, this is what we see when linking a Unreal Engine
executable:

6403287eff [Flang] [FlangRT] Introduce FlangRT project as solution to Flang's runtime LLVM integration

Flang-rt is the new library target for the flang runtime libraries. It builds the Flang-rt library (which contains the sources of FortranRuntime and FortranDecimal) and the Fortran_main library. See documentation in this patch for detailed description (flang-rt/docs/GettingStarted.md).

This patch aims to:
- integrate Flang's runtime into existing llvm infrasturcture so that Flang's runtime can be built similarly to other runtimes via the runtimes target or via the llvm target as an enabled runtime
- decouple the FortranDecimal library sources that were used by both compiler and runtime so that different build configurations can be applied for compiler vs runtime
- add support for running flang-rt testsuites, which were created by migrating relevant tests from `flang/test` and `flang/unittest` to `flang-rt/test` and `flang-rt/unittest`, using a new `check-flang-rt` target.
- provide documentation on how to build and use the new FlangRT runtime

8d85c96e0e [lld] StringRef::{starts,ends}with => {starts,ends}_with. NFC
The latter form is now preferred to be similar to C++20 starts_with.
This replacement also removes one function call when startswith is not inlined.

executable to that library using Flang, the linker errors out because the
functions from the runtime conflict with the functions exported from the
shared library.

Add the Flang runtime libraries to the list of libraries for which no
symbols are exported.

Reapplying the patch with the git author name corrected.

398c2ad6f6 Revert "[LLD] Remove global state in lld/COFF"
This reverts commit 7370ff624d217b0f8f7512ca5b651a9b8095a411.
(and 47fb8ae2f9a4075de05433ef24f459b6befd1730).

This commit broke the symbol type in import libraries generated
for mingw autoexported symbols, when the source files were built
with LTO. I'll commit a testcase that showcases this issue after
the revert.

5d513ef6cf [LLD] [COFF] Add support for a new, mingw specific embedded directive -exclude-symbols:
This is an entirely new embedded directive - extending the GNU ld
command line option --exclude-symbols to be usable in embedded
directives too.

(GNU ld.bfd also got support for the same new directive, currently in
the latest git version, after the 2.39 branch.)

This works as an inverse to the regular embedded dllexport directives,
for cases when autoexport of all eligible symbols is performed.

83d59e05b2 Re-land [LLD] Remove global state in lldCommon
Move all variables at file-scope or function-static-scope into a hosting structure (lld::CommonLinkerContext) that lives at lldMain()-scope. Drivers will inherit from this structure and add their own global state, in the same way as for the existing COFFLinkerContext.

2b01a417d7 [LLD] [COFF] Fix the mingw --export-all-symbols behaviour with comdat symbols
When looking for the "all" symbols that are supposed to be exported,
we can't look at the live flag - the symbols we mark as to be
exported will become GC roots even if they aren't yet marked as live.

With this in place, building an LLVM library with BUILD_SHARED_LIBS
produces the same set of symbols exported regardless of whether the
--gc-sections flag is specified, both with and without being built
with -ffunction-sections.

Add a simple forwarding option in the MinGW frontend, and implement
the private -wrap option in the COFF linker.

The feature in lld-link isn't gated by the -lldmingw option, but
the option is left as a private, undocumented option primarily
used by the MinGW driver.

The implementation is significantly based on the support for --wrap
in the ELF linker, but many small nuance details are different
between the ELF and COFF linkers, ending up with more than a few
implementation differences.

This fixes https://bugs.llvm.org/show_bug.cgi?id=47384.

8a310f40d0 Remove namespace lld { namespace coff { from COFF LLD cpp files
Instead, use `using namespace lld(::coff)`, and fully qualify the names
of free functions where they are defined in cpp files.

This effectively reverts d79c3be618 to follow the new style guide added
in 236fcbc21a7a8872.

2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

a47957ab13 [COFF] Allow exporting all symbols from system libraries specfied with -wholearchive:
When building a shared libc++.dll, it pulls in libc++abi.a statically
with the --wholearchive flag. If such a build is done with
--export-all-symbols, it's reasonable to assume that everything
from that library also should be exported with the same rules as normal
local object files, even though we normally avoid autoexporting things
from libc++abi.a in other cases when linking a DLL (user code).

fe3eda9137 [COFF] Improve the autoexport check for symbols from import libraries with -opt:noref
If -opt:noref is specified, they can end up with isLive() == 1
when the autoexport check is run.

To reduce the risk of potential issues, only consider exporting
DefinedRegular and DefinedCommon, nothing else.

b8a59c8aa5 [lld] unified COFF and ELF error handling on new Common/ErrorHandler
Summary:
The COFF linker and the ELF linker have long had similar but separate
Error.h and Error.cpp files to implement error handling. This change
introduces new error handling code in Common/ErrorHandler.h, changes the
COFF and ELF linkers to use it, and removes the old, separate
implementations.
