[NFC][Py Reformat] Reformat python files in lldb
This is an ongoing series of commits that are reformatting our Python
code. Reformatting is done with `black` (23.1.0).

If you end up having problems merging this commit because you have made
changes to a python file, the best way to handle that is to run `git
checkout --ours <yourfile>` and then reformat it with black.

ba8ded6820 [lldb] Don't check environment default char signedness when creating clang type for "char"
With -f(un)signed-char, the die corresponding to "char" may be the opposite DW_ATE_(un)signed_char from the default platform signedness.
Ultimately we should determine whether a type is the unspecified signedness char by looking if its name is "char" (as opposed to "signed char"/"unsigned char") and not care about DW_ATE_(un)signed_char matching the platform default.

91d61c1431 [LLDB] Mark TestExprsChar Xfail for Windows/AArch64
test_unsigned_char test in TestExprsChar.py fails on AArch64/Windows
platform. There is known bug already present for the failure for various
arch/os combinations. This patch marks the test as xfail for
windows/AArch64.

4cc8f2a017 [lldb][tests] Automatically call compute_mydir (NFC)
Eliminate boilerplate of having each test manually assign to `mydir` by calling
`compute_mydir` in lldbtest.py.

7daa9a9b40 [LLDB] Remove decorator from XPASSes AArch64/Windows
This patch remove XFAIL decorator from tests which as passing on AArch64
Windows. This is tested on surface pro x using tot llvm and clang 14.0.3
as compiler with visual studio 2019 x86_arm64 environment.

c5011aed9c Add a "command container" hierarchy to allow users to add container nodes.
The point is to allow users with a related set of script based commands
to organize their commands in a hierarchy in the command set, rather than
having to have only top-level commands.

bec6b5e3ce [LLDB] Disable TestExprsChar.py, still fails on Arm/Linux
TestExprsChar.py was enabled on Arm as it passes on apple silicon but
still fails on Arm/Linux.

28c6b1e552 [lldb] Re-enable TestExprsChar on arm64
This test passes on arm64 (Apple Silicon). I assume that "aarch64" still
ensures this gets skipped on Linux. I don't have access to such and
environment so I'll have to rely on the bot complaining.

99451b4453 [lldb][test] Remove symlink for API tests.
Summary: Moves lldbsuite tests to lldb/test/API.

This is a largely mechanical change, moved with the following steps:

lldb/packages/Python/lldbsuite/__init__.py and lldb/test/API/lit.cfg.py were also updated with the new directory structure.
