[NFC][Py Reformat] Reformat python files in lldb
This is an ongoing series of commits that are reformatting our Python
code. Reformatting is done with `black` (23.1.0).

If you end up having problems merging this commit because you have made
changes to a python file, the best way to handle that is to run `git
checkout --ours <yourfile>` and then reformat it with black.

6ea1a0d4fc [LLDB] Add/Remove xfail for some API tests on Windows
This patch add or removes XFAIL decorator from various tests which were marked
xfail for windows.

since 44363f2 various tests have started passing but introduced a couple of new failures.
Weight is in favor of new XPasses and I have removed XFail decorator from them. Also
some new tests have started failing for which we need to file separate bugs. I have
marked them xfail for now and will add the bug id after investigating the issue.

4cc8f2a017 [lldb][tests] Automatically call compute_mydir (NFC)
Eliminate boilerplate of having each test manually assign to `mydir` by calling
`compute_mydir` in lldbtest.py.

The test actually passes fine on Windows, since it doesn't use any

2e0ef179d8 [lldb] Add a positive test for getelementptr constant args
The IR interpreter supports const operands to the `GetElementPtr` IR
instruction, so it should be able to evaluate expression without JIT.

afb446e8a6 [lldb] Constant-resolve operands to getelementptr
Operands to `getelementptr` can be constants or constant expressions. Check
that all operands can be constant-resolved and resolve them during the
evaluation. If some operands can't be resolved as constants -- the expression
evaluation will fallback to JIT.

a3a95286a7 [lldb] X-FAIL TestCPPStaticMembers on Windows
This was originally failed because of llvm.org/pr21765 which describes that
LLDB can't call a debugee's functions, but I removed the (unnecessary)
function call in the rewrite. It seems that the actual bug here is that we
can't lookup static members at all, so let's X-FAIL the test for the right
reason.

8b656b8846 [lldb] Re-eanble and rewrite TestCPPStaticMembers
It's not clear why the whole test got disabled, but the linked bug report
has since been fixed and the only part of it that still fails is the test
for the too permissive lookup. This re-enables the test, rewrites it to use
the modern test functions we have and splits the failing part into its
own test that we can skip without disabling the rest.

e9b0994012 [lldb] Replace unittest2.expectedFailure with expectedFailure (NFC)
Rename the existing expectedFailure to expectedFailureIfFn to better
describe its purpose and provide an overload for
unittest2.expectedFailure in decorators.py.

99451b4453 [lldb][test] Remove symlink for API tests.
Summary: Moves lldbsuite tests to lldb/test/API.

This is a largely mechanical change, moved with the following steps:
