At the moment, dsymutil drops all remarks without debug location.
There are many cases where debug location may be missing for remarks,
mostly due LLVM not preserving debug locations. When using bitstream
remarks for statistical analysis, those missed remarks mean we get an
incomplete picture.
The patch flips the default to keeping all remarks and leaving it to
tools that display remarks to filter out remarks without debug locations
as needed.
The new --remarks-drop-without-debug flag can be used to drop remarks
without debug locations, i.e. restore the previous behavior.

This patch mechanically replaces None with std::nullopt where the
compiler would warn if None were deprecated. The intent is to reduce
the amount of manual work required in migrating from Optional to
std::optional.

Most notably, llvm/Remarks/Remark.h is no longer automatically included by
llvm/Remarks/RemarkParser.h, so client code may need to include explicitly.

This is how it should've been and brings it more in line with
std::string_view. There should be no functional change here.
This is mostly mechanical from a custom clang-tidy check, with a lot of
manual fixups. It uncovers a lot of minor inefficiencies.
This doesn't actually modify StringRef yet, I'll do that in a follow-up.
Remarks are usually emitted per-TU, and for generating a standalone
remark file that can be shipped with the linked binary we need some kind
of tool to merge everything together.
The remarks::RemarkLinker class takes care of this and:
* Deduplicates remarks
* Filters remarks with no debug location
* Merges string tables from all the entries
As an output, it provides an iterator range that can be used to
serialize the remarks to a file.
