On some uArchs, `STP [s|d], [s|d]` first combines the 2 input registers
in a single register using a vector execution unit. IIUC
AArch64StorePairSuppress tries to prevent forming STPs in case the
critical resource are the vector units, in order to prevent adding more
pressure on those units.
The implementation however simply computes the new critical resource
length by adding resource for another STP. If load/store units are the
critical resource, this means we increase that length by one, and
incorrectly prevent forming the STP.
This patch adjusts the resource computation by also removing 2 STRs, as
introducing a STP will remove 2 single stores. This should more
accurately reflect the resource usage after introducing an STP, and does
not prevent forming STPs if load/store units are the critical resources;
in those cases, STP can actually help to reduce resource usage.

The AArch64StorePairSuppress pass prevents the creation of STP under some
heuristics. Unfortunately it often prevents the creation of STP in cases where
it is obviously beneficial, and it doesn't match my understanding of
scheduling/cpu pipelining to prevent the creation of STP. From some
benchmarking, even on an in-order cpu where the scheduling is most important I
don't see it giving better results. In general the lower instruction count for
STP would be expected to give a slightly better cycle count.
As the pass specifically mentions the cyclone cpu, this patch adds a target
feature for FeatureStorePairSuppress, enabled for all the non-Arm cpus. This
has the effect of disabling it for all Arm cpus.

This patch mechanically replaces None with std::nullopt where the
compiler would warn if None were deprecated. The intent is to reduce
the amount of manual work required in migrating from Optional to
std::optional.

scheduling info. This shouldn't apply when optimizing for size though,

Summary:
Making `Scale` a `TypeSize` in AArch64InstrInfo::getMemOpInfo,
has the effect that all places where this information is used
(notably, TargetInstrInfo::getMemOperandWithOffset) will need
to consider Scale - and derived, Offset - possibly being scalable.
This patch adds a new operand `bool &OffsetIsScalable` to
TargetInstrInfo::getMemOperandWithOffset and fixes up all
the places where this function is used, to consider the
offset possibly being scalable.
In most cases, this means bailing out because the algorithm does not
(or cannot) support scalable offsets in places where it does some
form of alias checking for example.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Currently, instructions doing memory accesses through a base operand that is
not a register can not be analyzed using `TII::getMemOpBaseRegImmOfs`.
This means that functions such as `TII::shouldClusterMemOps` will bail
out on instructions using an FI as a base instead of a register.
The goal of this patch is to refactor all this to return a base
operand instead of a base register.
Then in a separate patch, I will add FI support to the mem op clustering
in the MachineScheduler.

The DEBUG() macro is very generic so it might clash with other projects.
The renaming was done as follows:

- git diff -U0 master | ../clang/tools/clang-format/clang-format-diff.py -i -p1 -style LLVM
- Manual change to APInt
- Manually chage DOCS as regex doesn't match it.
In the transition period the DEBUG() macro is still present and aliased
to the LLVM_DEBUG() one.

Initialize all AArch64-specific passes in the TargetMachine so they can be run
by llc. This can lead to conflicts in opt with some command line options that
share the same name as the pass, so I took this opportunity to do some cleanups:
* rename all relevant command line options from "aarch64-blah" to
"aarch64-enable-blah" and update the tests accordingly
* run clang-format on their declarations
* move all these declarations to a common place (the TargetMachine) as opposed
to having them scattered around (AArch64BranchRelaxation and
AArch64AddressTypePromotion were the only offenders)

This is mostly a mechanical change to make TargetInstrInfo API take
MachineInstr& (instead of MachineInstr* or MachineBasicBlock::iterator)
when the argument is expected to be a valid MachineInstr. This is a
general API improvement.
Although it would be possible to do this one function at a time, that
would demand a quadratic amount of churn since many of these functions
call each other. Instead I've done everything as a block and just
updated what was necessary.
This is mostly mechanical fixes: adding and removing `*` and `&`
operators. The only non-mechanical change is to split
ARMBaseInstrInfo::getOperandLatencyImpl out from
ARMBaseInstrInfo::getOperandLatency. Previously, the latter took a
`MachineInstr*` which it updated to the instruction bundle leader; now,
the latter calls the former either with the same `MachineInstr&` or the
bundle leader.
As a side effect, this removes a bunch of MachineInstr* to
MachineBasicBlock::iterator implicit conversions, a necessary step
toward fixing PR26753.
Note: I updated WebAssembly, Lanai, and AVR (despite being
off-by-default) since it turned out to be easy. I couldn't run tests
for AVR since llc doesn't link with it turned on.

Summary:
TargetInstrInfo::getLdStBaseRegImmOfs to
TargetInstrInfo::getMemOpBaseRegImmOfs and implement for x86. The
implementation only handles a few easy cases now and will be made more
sophisticated in the future.
This is NFCI: the only user of `getLdStBaseRegImmOfs` (now
`getmemOpBaseRegImmOfs`) is `LoadClusterMotion` and `LoadClusterMotion`
is disabled for x86.

This commit starts with a "git mv ARM64 AArch64" and continues out
from there, renaming the C++ classes, intrinsics, and other
target-local objects for consistency.
"ARM64" test directories are also moved, and tests that began their
life in ARM64 use an arm64 triple, those from AArch64 use an aarch64
triple. Both should be equivalent though.
This finishes the AArch64 merge, and everyone should feel free to
continue committing as normal now.
