Without LZCNT/BMI, the *_ZERO_UNDEF costs are cheaper as they can avoid the zero handling.

23cb1c42cd [CostModel][X86] Update throughput costs for CTLZ ops
This was achieved with an updated version of the 'cost-tables vs llvm-mca' script D103695 (and recent fixes to the bdver2 + alderlake models)

Adding full CostKinds costs are affecting some other tests as they make assumptions about SizeLatency costs, so they need addressing first

0767e43d87 [CostModel][X86] Adjust bitreverse/ctpop/ctlz/cttz AVX2+ costs based on llvm-mca reports
Based off the worse case numbers generated by D103695, the AVX2/512 bit reversing/counting costs were higher than necessary (based off instruction counts instead of actual throughput).

1385b27e92 [CostModel][X86] Add CTLZ scalar costs
Add specific scalar costs for CTLZ instructions, we can't discriminate between CTLZ and CTLZ_ZERO_UNDEF so we have to assume the worst. Given how BSR is often a microcoded nightmare on some older targets we might still be underestimating it.

For targets supporting LZCNT (Intel Haswell+ or AMD Fam10+), we provide overrides that assume 1cy costs.

7034d401f8 [X86] Use mattr instead of mcpu in some of the cost model tests.
Based on the names of the check lines, features seems more appropriate that cpu.

Spotted while prototyping my patch to make 512-bit vectors illegal on SKX sometimes.
