Because branch relaxation needs to factor in if branches target
a block in the same section or a different one, it needs to run
after the Basic Block Sections / Machine Function Splitting passes.
Because Jump table compression relies on block offsets remaining
fixed after the table is compressed, we must also move the JT
compression pass.
The only tests affected are ones enforcing just the ordering and
the a few that have basic block ids changed because RenumberBlocks
hasn't run yet.

As the actual MSVC toolset doesn't use the GAS-style assembly that
Clang/LLVM produces and consumes, there's no reference for what
string to use for e.g. comments when building with a MSVC triple.
This frees up the use of semicolon as separator string, just like
was done for GNU targets in 23413195649d0cf6f3860ae8b5fb115b35032075.
(Previously, both the separator and comment strings were set to
the same, a semicolon.)
Compiler-rt extensively uses separator chars in its assembly,
and that assembly should be buildable with clang-cl for MSVC too.

This ensures that you get the same output regardless if generating
code directly to an object file or if generating assembly and
assembling that.
Add implementations of the EmitARM64WinCFI*() methods in
AArch64TargetAsmStreamer, and fill in one blank in MCAsmStreamer.
Add corresponding directive handlers in AArch64AsmParser and
COFFAsmParser.
Some SEH directive names have been picked to match the prior art
for SEH assembly directives for x86_64, e.g. the spelling of
".seh_startepilogue" matching the preexisting ".seh_endprologue".
For the directives for saving registers, the exact spelling
from the arm64 documentation is picked, e.g. ".seh_save_reg" (to follow
that naming for all the other ones, e.g. ".seh_save_fregp_x"), while
the corresponding one for x86_64 is plain ".seh_savereg" without the
second underscore.
Directives in the epilogues have the same names as in prologues,
e.g. .seh_savereg, even though the registers are restored, not
saved, at that point.

EXPENSIVE_CHECKS buildbots are failing due to r351404.
Add x1 as live in to the funclet basic block for SEH funclets, as well as
-verify-machineinstrs to the test case that triggered the failure.
