Previously SIFoldOperands::foldInstOperand would only fold a
non-inlinable immediate into a single user, so as not to increase code
size by adding the same 32-bit literal operand to many instructions.
This patch removes that restriction, so that a non-inlinable immediate
will be folded into any number of users. The rationale is:
- It reduces the number of registers used for holding constant values,
which might increase occupancy. (On the other hand, many of these
registers are SGPRs which no longer affect occupancy on GFX10+.)
- It reduces ALU stalls between the instruction that loads a constant
into a register, and the instruction that uses it.
- The above benefits are expected to outweigh any increase in code size.

Fix lowering and instruction selection for v3x16 types
and enable InstCombine to emit them.
This patch only implements it for the selection dag.
GlobalISel tests in GlobalISel/llvm.amdgcn.image.load.1d.d16.ll and
GlobalISel/llvm.amdgcn.image.store.2d.d16.ll still don't work.

* there are separate raw and struct versions: raw does not have an
index arg and sets idxen=0 in the instruction, and struct always sets
idxen=1 in the instruction even if the index is 0, to allow for the
fact that gfx9 does bounds checking differently depending on whether
idxen is set;
* there is a combined cachepolicy arg (glc+slc)
* there are now only two offset args: one for the offset that is
included in bounds checking and swizzling, to be split between the
instruction's voffset and immoffset fields, and one for the offset
that is excluded from bounds checking and swizzling, to go into the
instruction's soffset field.
The AMDISD::BUFFER_* SD nodes always have an index operand, all three
offset operands, combined cachepolicy operand, and an extra idxen
operand.
The obsolescent llvm.amdgcn.buffer.* intrinsics continue to work.
